Ratify the Board of Supervisors' approval of the U.S. Department of Transportation (USDOT) First Amended and Restated Grant Agreement Under The Fiscal Year 2020 Build Transportation Grants Program (BUILD GRANT).
Background Information
In 2020, Gila County applied for and was awarded a Better Utilizing Investments to Leverage Development (BUILD) Grant to build a bridge across Tonto Creek in Tonto Basin.
In January 2022, Gila County entered into a grant agreement with USDOT and ADOT (Arizona Department of Transportation) to receive funds in the amount of $21,095,564 to build a bridge across Tonto Creek.
In March 2022, USDOT informed Gila County that BUILD 2020 had additional funds for reallocation and invited 2020 BUILD Grant recipients to apply. Gila County applied for additional funds.
Evaluation
Gila County was formally notified by the Federal Highway Administration (FHWA) on September 12, 2022, that an additional $250,000 in BUILD funds had been approved for the project. FHWA also said the funds had to be obligated prior to September 26, 2022, to meet federal deadlines.
Conclusion
In order to meet the federal deadline for the additional funds, the County needs to have the First Amended and Restated Grant Agreement signed and returned to FHWA prior to September 26, 2022.
Recommendation
The Public Works Department requests ratification of the Board of Supervisors' approval on the First Amended and Restated Grant Agreement.
