Approval of Sole Source Contract- Interoperable Multimedia Communications - with Mutualink, Inc |
Background Information |
AZ State Legislation 41-1733 was recently passed and our current system does not meet the requirement, therefore we must implement this new program with the funds that were given to us by the State of Arizona.
Mutualink will provide an interoperability communications solution, for $430,540, that automates secure, multimedia communications among first responders and creates instant, on-demand cross-agency interoperability between public safety agencies, schools, and private community partners that may be called on in an emergency that threatens school safety. It is a hybrid infrastructure that utilizes existing communication assets and secure, cloud technology to facilitate an interoperable multi-media communications environment that bridges communications between two-way radios, LTE devices, landline, and mobile telephony, intercom, and public address systems, and allows real-time sharing of voice communications, text or group messaging, data, location information, image and file sharing, and real-time full motion video sharing. With the integration of soft or hard panic buttons, administrators can alert public safety to an emergency and automate mutual aid communication channels that provide direct two-way communication with first responders. Staff and first responders can immediately share pictures, videos, maps, operational plans, or other information to improve and expedite a coordinated response, saving critical time in emergencies. This contract term will be agreed upon between the County and Contractor at a later date. |
Evaluation |
Mutualink will improve public safety services by equipping first responders with new-age communication tools to connect police, fire, medical, and local community partners (schools, hospitals, etc) to improve awareness and coordinated response to emergency situations. |
Conclusion |
Mutualink will improve public safety services by equipping first responders with new-age communication tools to connect police, fire, medical, and local community partners (schools, hospitals, etc) to improve awareness and coordinated response to emergency situations. |
Recommendation |
