Request to Advertise of Request for Qualifications (RFQ) No. 072622 - Solid Waste Landfill Services.

Background Information

Russell Gulch Landfill near Globe and Buckhead Mesa Landfill near Payson require oversight and reporting to the Arizona Department of Environmental Quality (ADEQ) and the Arizona Department of Health Services (ADHS) by registered engineers and other professionals. Each landfill has its own unique qualities that require careful monitoring and record keeping. The consulting firm awarded will be tasked to deliver the services in the scope of work outlined in RFQ No. 072622. Currently the work is being handled by Stephen B. Smith, LLC.

Evaluation

The contract amount is expected to be less than $150,000 a year. The contract will most likely include the remaining design and oversight of the Russell Gulch landfill 1^st phase of the expansion project that must be completed by May 2023 according to our current calculations. The partial design has already been started but Gila County will need construction oversight as well for the first cell and the second cell in another year. The Buckhead Landfill expansion is still on hold until the United States Congress decides on the land issue.

Conclusion

There are unique qualities in each landfill that will require experienced and knowledgeable engineering to extend the life of the landfills. Evaluation of each submittal will be reviewed by staff and negotiations for a contract will be assisted by the Gila County Finance Department.

Recommendation

The Public Works Department Director and Recycling Landfill Manager recommend that the Board of Supervisors authorizes the advertisement of Request for Qualifications No. 072622 - Solid Waste Landfill Services.
