Background Information
On July 19, 2022, the Gila County Board of Supervisors authorized the newspaper advertisement of Request for Proposals No. 062922-Weatherization Materials and Services.

Request for Proposals No. 062922 was advertised in the Arizona Silver Belt on July 27, 2022, and August 3, 2022. The due date was August 10, 2022.
Evaluation
One bid was received and was opened on August 10, 2022, beginning at 11:00 A.M. The bid was evaluated in accordance with Arizona Revised Statute (A.R.S) §41-2533, Competitive Sealed Bidding: awards shall be made to the lowest responsible and responsive bidder whose bid conforms in all material respects to the requirement and criteria set forth in the Request for Proposals.

The Gila County Community Services Weatherization Program is a government entity that operates and administers a weatherization program in Gila County. The U.S. Department of Energy’s (DOE) Weatherization Assistance Program reduces energy costs for low-income households by increasing the energy efficiency of homes while ensuring health and safety. The Program prioritizes services to the elderly, people with disabilities, and families with children. Gila County's program has procured and has agency professionally trained weatherization crews who use computerized energy audits and advanced diagnostic equipment to determine the most cost-effective measures appropriate for each home. Typical measures may include installing insulation; sealing ducts; tuning and repairing heating and cooling systems; mitigating air infiltration; and reducing electric base load consumption.
Conclusion
By awarding a contract to Advantage Home Performance, Inc. to provide services as outlined in the scope of work for Request for Proposals (RFP) No. 062922, the Gila County Community Services Department, Housing Services, will be able to reduce the fuel or electricity expenses for approved weatherization projects and be following LIHEAP (Low-Income Housing Energy Assistant Program) and DOE (Department of Energy) requirements. The competitive bidding process will be utilized to enter a contract for services as outlined in Request for Proposals No. 062922.
 
The total contract amount shall not exceed $311,015. Of that amount, funds for services shall not exceed $18,490 of SWG funds: $25,340 of DOE funds: $54,519 of LIHEAP funds; and $205,000 of ARP funds.

Each contract shall be for a period of one year. The total amount of funding from the sources (as stated above) is $311,015. The contract has the option to renew for 3 one-year periods.
Recommendation
The Community Services Department Director recommends that the Board of Supervisors award Request for Proposals No. 062922 -Weatherization Materials and Services to Advantage Home Performance, Inc.

Information/Discussion/Action to award Request for Proposals No. 062922-Weatherization Materials and Services to Advantage Home Performance, Inc. for a not to exceed the amount of $311,015 for a period of one year with a 3 one-year renewal option. (Malissa Buzan)
