Background Information
The Gila County Sheriff's Office Detention Bureau currently runs Taser X2. The equipment/technology is outdated and nearing the end of life. Taser 7 is the most current equipment/technically advanced unit available.

On December 28, 2021, the Gila County Board of Supervisors entered into Master Services and Purchasing Agreement between Axon and Gila County to implement the Taser 7 Certification Plan for 5 years in the Patrol Bureau. This is Amendment No. 1 to the original agreement to implement the Taser 7 Certification Plan for 5 years in the Detention Bureau and approve Quote No. Q-406557-44797.822TC.
Evaluation
Axon Enterprises, Inc. is delivering TASER 7 to agencies with an increased focus on training and de-escalation. With new content, tools, and approaches to TASER 7 training, Axon aims to help officers reduce risk, retain more information, and get more hands-on experience with the device before using it in the field. The TASER 7 Certification bundle provides the following: TASER 7 cartridges for 5 years; all training and unlimited duty cartridges as needed at no cost – The TASER 7 Certification De-Escalation Quote provides everything we need for 5 years and will provide the following equipment: 20 T7 devices with 5-year warranties; 24 rechargeable batteries with 5-year warranties; 20 Safariland holsters; 120 close quarter training cartridges; 300 LIVE close quarter cartridges. Includes all training cartridges needed, including unlimited duty cartridges needed for deployments in the field; 40 INERT training close quarter cartridges; all user online training content; 2 battery dock with 6 bays + wall mount (5-year warranty); 31 Evidence.com licenses to help keep track of inventory and logs (extra free Admin. license).
Conclusion
The Gila County Sheriff's Office would like to upgrade all the Taser X2 to the TASER 7 and implement the Certification Plan for 5 years beginning in August 2022, to August 2027. The funding will be as follows: Year 1, $13,825.58; Year 2, $18,145.62; Year 3, $18,145.62; Year 4, $18,145.62; and Year 5, $18,145.62. The total cost for the 5-year program is $86,408.06. The Sheriff's Office will utilize Jail Enhancement Funds for the entire 5-year program. Axon Enterprise, Inc. is on a State Contract (the State of Arizona No. BPM002192/CTR049284-1) as well as a sole source vendor for certain equipment and software.
Recommendation
Gila County Sheriff J. Adam Shepherd recommends that the Board of Supervisors approve Amendment No. 1, to the Master Services and Purchasing Agreement between Axon and Gila County and Quote No. Q-406557-44797.822TC with Axon Enterprise, Inc. for the upgrade of 20 tasers from the Taser X2 to the Taser 7 with the Certification Plan for a performance period of 5 years from August 2022, to August 2027.
