Award Request for Proposals No. 031422 to Community Bridges, Inc. for Pre-Petition Screening & Court Ordered Evaluation Services.

Background Information

The Gila County Attorney’s Office is responsible for administering the court-ordered evaluation portion of Title 36, Chapter 5, Article 4 (A.R.S. § 36-520 et. seq.). Under A.R.S. § 36-545.06, the cost of pre-petition screening and court-ordered evaluation is the county's responsibility.

Gila County entered into a contract for pre-petition screening and court-ordered evaluation services with Community Bridges in 2018. The contract has expired, and this service is available through several providers and is in the best interest of Gila County to solicit contractors for this service.

Gila County received one responsible and responsive proposal from Community Bridges, Inc.

Evaluation

Under A.R.S. § 36-545.06, the cost of pre-petition screening and court-ordered evaluation is a county responsibility and it is in the best interest of Gila County to enter into a contract with Community Bridges, Inc. for pre-petition services. The annual amount spent on pre-petition services can vary vastly from year to year based on the number of actions ordered by the court and the length of stay per patient, so contracting for a daily bed cost and psychological screening cost provides for consistent rates for the contract term.

Conclusion

It is in the best interest of Gila County to enter into a contract with Community Bridges, Inc. for pre-petition services to secure consistent pricing for these services.

Recommendation

Staff recommends contract award to Community Bridges, Inc.

Information/Discussion/Action to award Request for Proposals No. 031422 to Community Bridges, Inc. for Pre-Petition Screening & Court Ordered Evaluation Services for the contracted rate amounts of $900 per day for bed space, and $300 for two psychological evaluations for inpatient court-ordered evaluations, per occurrence for a one-year contract term with three additional one-year contract renewal options.
