Ratify the Board of Supervisors' approval for the Chairman’s signature on OMNIA Purchasing Cooperative Contract 161534 through Empire Machinery.
Background Information
Debris is anticipated to wash into the creeks around Globe/Miami for several years after the Telegraph Fire of 2021. Gila County asked the Department of Forestry and Fire Management (DFFM) for a vacuum excavator to assist in the clearing of culverts and washes to help prevent flooding of surrounding property.

Empire Machinery, a Caterpillar dealer, is a member of the OMNIA Purchasing Cooperative for this type of machinery under City of Tucson Contract No. 161534 that can be utilized by Gila County.
Evaluation
The Ring-O-Matic 275 VACEX was approved by DFFM as a reimbursable cost for this declared emergency. The machine is trailer mounted and uses the cutting power of high-pressure water and air along with a powerful vacuum for a wide variety of uses. Gila County crews will be able to pothole to find utility locations and pull debris more efficiently from culverts and washes.
Conclusion
This piece of equipment will be very valuable to Gila County crews now and in the future for continued flood mitigation.
Recommendation
The Gila County Public Works Department Director recommends that the Board of Supervisors ratify its approval for the Chairman’s signature on the Empire Machinery OMNIA Cooperative Contract No. 161534 in the amount of $61,233.02 for continued flood mitigation as a reimbursable cost through DFFM.
