Approval of Amendment No. 2 to Funding Agreement No. 213-21 with the Arizona Department of Housing for the Weatherization Assistance Program.
Background Information
On June 1, 2021, the Board of Supervisors approved Funding Agreement No. 213-21 between the Arizona Department of Housing and Gila County Community Services Department, Housing Services, in the amount of $213,569 to provide weatherization services to eligible citizens residing in Gila County for the period July 1, 2021, through June 30, 2022 (Department of Energy Weatherization Assistance Program for Low-Income Persons funding in the amount of $168,230 and Low-Income Home Energy Assistance Program [LIHEAP] funding in the amount of $45,339.

On November 16, 2021, the Board of Supervisors approved Amendment No. 1 to Funding Agreement No. 213-21 to add $366,145 of LIHEAP-ARP (American Rescue Plan Act of 2021) funding for a new contract amount of $579,714.
Evaluation
Amendment No. 2 to Funding Agreement No. 213-21 will add an extension of time for the LIHEAP, and LIHEAP-ARP funding for jobs completed by September 30, 2022. The scope of work remains unchanged. Amendment No. 2 will also add additional funding of $25,340 to DOE (Department of Energy), $7,666 to DOE WRF (Weatherization Readiness Fund), and $19,122 to LIHEAP for a new contract amount of $52,128 to be expended by June 30, 2023.
Conclusion
Suppose the Board of Supervisors approves Amendment No. 2 to Funding Agreement No. 213-21. In that case, Gila County Community Services Department, Housing Services, may continue expending LIHEAP and LIHEAP-ARP funding for jobs completed by September 20, 2022. Receive additional funding of $52,128 will be used to provide weatherization services to eligible citizens residing in Gila County.
Recommendation
The Community Services Department Director recommends that the Board of Supervisors approve this contract amendment to extend the amount of time to use LIHEAP and LIHEAP-ARP funding until September 30, 2022, and to also receive additional funding to DOE and DOE WRP and LIHEAP in the amount of 52,128.
