PURSUANT TO A.R.S. § 38-431.01, THE GILA COUNTY BOARD OF SUPERVISORS WILL HOLD A MEETING AT THE GILA COUNTY COURTHOUSE, BOARD OF SUPERVISORS’ HEARING ROOM, 1400 EAST ASH STREET, GLOBE, ARIZONA. ONE OR MORE BOARD MEMBERS MAY PARTICIPATE IN THE MEETING BY TELEPHONE CONFERENCE CALL OR BY INTERACTIVE TELEVISION VIDEO (ITV).  THE MEETING IS ALSO TELEVISED TO THE GILA COUNTY TOMMIE CLINE MARTIN COMPLEX, BOARD OF SUPERVISORS' CONFERENCE ROOM, 707 S. COLCORD ROAD, PAYSON, ARIZONA.

3.   PUBLIC HEARINGS:
 
A.   (Adjourn as the Gila County Board of Supervisors and convene as the Gila County Library District Board of Directors) Convene a Truth in Taxation (TNT) public hearing to hear from citizens regarding the proposed secondary property tax levy rate of $.2425 per $100 assessed value for FY 2023, excluding amounts that are attributable to new construction and any changes that may occur from property tax levies for voter-approved bonded indebtedness or budget and tax overrides, that is $47,695 greater than the amount allowed without a TNT public hearing; and approve the proposed secondary property tax levy rate of $.2425 per $100 of assessed value for FY 2023. B.   Convene a Truth in Taxation (TNT) public hearing to hear from citizens regarding the proposed primary property tax levy for the rate of $4.19 per $100 assessed value for FY 2023, excluding amounts that are attributable to new construction and any changes that may occur from property tax levies for voter-approved bonded indebtedness or budget and tax overrides, that is $828,842 greater than the amount allowed without a TNT public hearing; and approve the proposed primary property tax levy rate of $4.19 per $100 of assessed value for FY 2023. C.   (Adjourn as the Gila County Board of Supervisors and convene as the Gila County Library District Board of Directors.) Convene a public hearing to hear taxpayers who may wish to comment on the FY 2023 Gila County Library District Tentative Budget, which was adopted on June 21, 2022, or any proposed changes to the FY 2023 Gila County Library District Tentative Budget; and adopt the FY 2023 Gila County Library District Budget in the amount of $2,460,713. (Jacque Sanders) (Adjourn as the Gila County Library District Board of Directors and convene as the Gila County Flood Control District Board of Directors.) Adopted
 
D.   Convene a public hearing to hear taxpayers who may wish to comment on the FY 2023 Gila County Flood Control District Tentative Budget, which was adopted on June 21, 2022, or any proposed changes to the FY 2023 Gila County Flood Control District Tentative Budget; and adopt the FY 2023 Gila County Flood Control District Budget in the amount of $258,913. (Maryn Belling) (Adjourn as the Gila County Flood Control District Board of Directors and convene as the Board of Directors for the Gila County Street Lighting Improvement Districts.) Adopted
 
E.   Convene a public hearing to hear taxpayers who may wish to comment on the FY 2023 Gila County Street Lighting Improvement Districts' (SLIDs’) Tentative Budgets which were adopted on June 21, 2022, or any proposed changes to the FY 2023 Gila County SLIDs' Tentative Budgets; and adopt the FY 2023 Budgets for Gila County SLIDs, as follows: Pine SLID - $2,019; East Verde SLID - $4,960; Miami Gardens SLID - $3,302; Apache Hills SLID - $3,413; Upper Glendale SLID - $3,163; Midland City/Central Heights SLID - $16,172; and Claypool SLID - $18,587. F.   Convene a public hearing to hear taxpayers who may wish to comment on the FY 2023 Gila County Tentative Budget which was adopted on June 21, 2022, or any proposed changes to the final FY 2023 Gila County Tentative Budget; and adopt Resolution No. 22-07-03 authorizing the adoption of the FY 2023 Gila County Budget in the amount of $124,423,067. Information/Discussion/Action to approve Library Service Agreements for Globe, Payson, Tonto Basin, and Young public libraries for the period July 1, 2022, to June 30, 2023. B.   Authorization to prepare FY2022 budgeted and inter-fund transfers. (Maryn Belling) Authorized
 
C.   Information/Discussion/Action to adopt Resolution No. 22-07-04 in support of a gaming grant application in the amount of $36,565.88 submitted by the Hellsgate Fire District to the Salt River Pima-Maricopa Indian Community to purchase six new mobile radios for front-line vehicles and 6 new portable handheld radios for staff. (Mary Springer) Adopted
 
D.   Information/Discussion/Action to award Service Agreement No. 07052022 to Convenient Mobile Services, LLC in the amount of $88,209 for the hauling of fill material and sand, the ground preparation, and portable arena installation at the Gila County Fairgrounds to be completed by September 30, 2022. (Mary Springer) Awarded
 
E.   Information/Discussion/Action to approve Intergovernmental Agreement No. 02232022 with the City of Globe for Justice Court case management of the City’s criminal misdemeanor and criminal traffic case filings and terminations for the period of July 1, 2022, to June 30, 2024, with an option to renew for a one-year term annually. (Mary Springer) Approved
 
F.   Information/Discussion/Action to approve Amendment No. 4 to Contract No. 050619 with Senergy Petroleum, LLC, and to ratify staff's authorization to increase the contract for bulk fuel and lubricants, by $100,000 until July 22, 2022. (Mary Springer) Approved
 
G.   Information/Discussion/Action to authorize the advertisement of Request for Proposals No. 062922-Weatherization Materials and Services for a contractor to provide weatherization materials and services. (Malissa Buzan) Authorized
 
H.   Information/Discussion/Action to approve Amendment No. 2 to Funding Agreement No. 213-21 between the Arizona Department of Housing and Gila County Community Services Department, Housing Services to extend the amount of time to use LIHEAP (Low-Income Home Energy Assistance Program) and LIHEAP-ARP (American Rescue Plan Act of 2021) funding until September 30, 2022, and to add funding in the amount of $52,128 for the period of July 1, 2022, through June 30, 2023. I.   Information/Discussion/Action to award Request for Proposal No. 051122 to Senergy Petroleum, LLC in the amount of $1,200,000 from July 19, 2022, to July 18, 2023, for the purchase of bulk fuel and lubricants. (Steve Sanders) Awarded
 
J.   Information/Discussion/Action to consider a sealed bid for the purchase of Assessor's tax parcel number 207-03-007C and, if accepted, authorize the Chairman's signature on the Quit Claim Deed. (Melissa Henderson) Accepted

A.   Appointment of Veronica Hernandez to the Gila County Community Action Program Advisory Board for the term of office ending on December 31, 2024. Appointed
 
B.   Acknowledgment of the election of Alyxx J. Hartmann to the Correctional Officers Retirement Plan (CORP) Local Board of Directors for Detention Officers and Non-Uniformed Officers for the term of office that ends on December 31, 2023. Acknowledged
 
C.   Approval of recommendation to be submitted to the Arizona Department of Liquor Licenses and Control regarding the Owner Transfer of Angela Maria Blanco for a Series 7 Beer and Wine Bar license at Rye Country Store, located at 200 N. Gisela Road, Rye, Arizona. Approved
 
D.   Approval of the application for an Extension of Premises/Patio Permit submitted by Katie Lynn Parks to temporarily extend the premises on various dates where liquor is permitted to be served at Bandits Restaurant located in Strawberry. Approved
 
E.   Approval of the Board of Supervisors' June 7, 2022 meeting minutes. Approved
 
F.   Approval of the monthly activity reports submitted by the Human Resources Department for June 2022. Approved
 
G.   Approval of finance reports/demands/transfers for the reporting period of June 1, 2022, through June 30, 2022. Approved
 
H.   Acknowledgment of contracts under $50,000 that have been approved by the County Manager for June 2022. Acknowledged
 
6.   CALL TO THE PUBLIC: A call to the public is held for public benefit to allow individuals to address the Board of Supervisors on any issue within the jurisdiction of the Board of Supervisors. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to A.R.S. §38-431.01(H), at the conclusion of an open call to the public, individual members of the Board of Supervisors may respond to criticism made by those who have addressed the Board, and may ask staff to review a matter or may ask that a matter be put on a future agenda for further discussion and decision at a future date.
