Request/Subject
Approval to revise an Application/Agreement with the Natural Resources Conservation Service (NRCS) for funding from the Emergency Watershed Protection (EWP) Program.
Background Information
On January 5, 2021, the Public Works Department Director came to the Board for approval to enter into an agreement with NRCS regarding the Bush Fire of 2020 which burned 193,455 acres. The fire burned in the mountains west of Tonto Basin causing severe damage.  Public Works is coming back to the Board to revisit and approve the revised Application/Agreement in the amount of $134,000 and extend the deadline to December 20, 2021. Gila County will be responsible for 25% of this construction total, as it is a reimbursable funding source.

This amount will help mitigate flooding of Reno Creek in Punkin Center. The deadline for this funding is expected to be enough time to get the contract work complete.
Evaluation
NRCS has determined the Walnut Springs Project does not meet the criteria for the EWP program and has now been removed from this revised Application/Agreement. This Application/Agreement will only be for flood mitigation for Reno Creek area.
Conclusion
NRCS has agreed to the bank protection suggested by Kimley-Horn along Reno Creek to protect the values at risk in Punkin Center. The property is adjacent to the School and private property.
Recommendation
It is the recommendation of the Public Works Department Director to revise the existing Application/Agreement with NRCS and sign the Application/Agreement for the reimbursable construction funds revised dollar amount of $134,000.00, of which Gila County is responsible for 25% of the costs, and extend the construction deadline to 12/20/2021 for flood mitigation of Reno Creek adjacent to values at risk in Punkin Center.

Information/Discussion/Action to authorize the Board Chairman to sign the revised Application/Agreement and lobbying form required by the National Resources Conservation Service (NRCS) for the amount of $134,000 and extend the construction deadline to December 20, 2021, to receive funds through the NRCS Emergency Watershed Protection Program which will be used to mitigate flood issues due to the 2020 Bush Fire.
