Authorization to Advertise Invitation for Bids No. 070921-Reno Creek Bank Protection
Background Information
Due to the Bush Fire in June and July of 2020 many areas in the Tonto region are threatened by flooding from the washes and creeks. In August of 2020, the Natural Resources Conservation Service (NRCS) surveyed the areas and described the damage and predicted post-fire flooding and debris problem areas.

One area, in particular, was Reno Creek, an area watershed. The proposed action was to create stream bank protection. The values at risk east of Highway 188 include the Tonto Basin Fire Station, Tonto Basin Elementary School, and private property. Gila County hired a contractor to remove brush and trees in the creek east of Highway 188 until NRCS could develop a plan. Native rocks were also placed on the berm to help prevent erosion.

The engineering firm of Kimley Horn has been working on the design for Gila County and have delivered the final plans. The proposed work consists of constructing new gabion basket bank protection including grading, seeding, and other incidental work as shown on the project plans.
Evaluation
The engineer's estimate is over $100,000 and Gila County would be responsible for 30% of the total construction costs. This is a reimbursable agreement with NRCS. The deadline for these funds is December 21, 2021, so we must move quickly to get this resolved.

With the Board's approval, a notice of Invitation for Bids No. 070921-Reno Creek Bank Protection will be advertised in the Arizona Silver Belt on August 11, 2021, and August 18, 2021, with a due date of August 26, 2021.
Conclusion
With any post-fire mitigation is a sense of urgency. Any assistance with other funding is welcome and needed at this time to help prevent flooding of property. NRCS and Kimley Horn have come through with solutions for the affected area in Punkin Center.
Recommendation
The Gila County Public Works Department Director recommends approval of the request to advertise bid number 070921-Reno Creek Bank Protection for flood mitigation from the 2020 Bush Fire.
