Intergovernmental Agreement (Contract No. CTR055639) - COVID-19 School Reopening
Background Information
On June 1, 2021, the Gila County Board of Supervisors authorized the newspaper advertisement of Request for Proposals No. 052421-Sub-Grantee for COVID-19 School Wraparound Support Services and accepted the grant award.

On July 6, 2021, the Gila County Board of Supervisors authorized the Chairman's signature on the award of the COVID-19 School Wraparound Support Services contract.

The Gila County Health and Emergency Management Department will utilize the proposed funds to complement, not duplicate, existing funding previously provided, including the ELC community-based Surveillance, ELC Enhanced Plus, and ELC Cares Act supplements. The project aims for Gila County Public Health to leverage and build upon our existing public health infrastructure that emphasizes the coordination and critical integration of disease investigation, epidemiology, contact tracing, and electronic health information systems in order to maximize the public health impact of available resources. The primary goals will be: 1) to use our close relationship with Gila County schools to encourage participation in the Pooled Testing program offered by the Arizona Department of Health Services (ADHS) in collaboration with Ginkgo Bioworks: 20 to enhance our disease investigation procedures by referring positive school cases to our wraparound services to support their abilities to successfully quarantine/isolate during their COVIS-19 experience. Ongoing monitoring of milestones and performance measures will be utilized to gauge progress toward the successful completion of priority activities supported with these funds.

This funding notification was received from ADHS on May 12, 2021, with a project start date and end date of August 1, 2021, through May 31, 2022, in order to align with the typical school year. This is a one-year award in the amount of $828,927.
Evaluation
Endorsement of this IGA will allow Gila County Public Health to coordinate with Gila County Schools to encourage participation in pooled testing programs. Our staff and a selected consultant will promote pooled testing benefits and educate families on how this, along with other mitigation efforts, is beneficial to everyone in keeping schools open and in-person. For those students, staff, or teachers that test positive, our consultant shall provide social support services during isolation and quarantine, including but not limited to self-quarantine home kits, wrap-around services, and alternative living arrangements, if necessary.
Conclusion
The approval of Contract No. CTR055639 will allow Gila County to continue to provide Gila County students, staff, or teachers that test positive for COVID-19, social support services during isolation, and quarantine through May 2022 with the intention of keeping Gila County schools open and in-person.
Recommendation
It is the recommendation of the Health and Emergency Management Department Director that the Board of Supervisors approve an Intergovernmental Agreement (Contract No. CTR055639) with the Arizona Department of Health Services for COVID-19 school social support services during isolation and quarantine from August 1, 2021, to May 31, 2022, in the amount of $828,927.
