Approval of the Arizona Department of Environmental Quality (ADEQ) Government Services Contract (GSC) through ADEQ Brownfields State Response Grant funding in the amount of $51,000 awarded to Gila County Board of Supervisors for the demolition of a vacant building.  The site is to improve the property located at 621 Hwy 177, Hayden, AZ 85135. The property adjoined the former Hayden Motel that was located at 637 Hwy 177, Hayden, Arizona, and purchased by the County in March 2019.

Approval of Viking Specialty Contracting proposal to provide asbestos clean-up and ordered the demolition of the building located at 621 Hwy 177, Hayden, AZ.
Background Information
In October 2019, Gila County purchased the building located at 621 W. Hwy 177, Hayden, AZ for a public purpose related to transportation pursuant to ARS § 42-18303(E). In November 2019, Gila County applied to ADEQ through the Brownfields State Response Grant to conduct asbestos and lead survey of the building in the amount of $15,000. Funding was approved by ADEQ in February 2020 and an assessment was conducted by ATC Group Services in April 2020. An assessment was conducted of the property and it was determined that hazardous materials were present and an abatement contractor was required to remove the materials prior to demolition and provide demolition services. In March 2020, ADEQ provided approval and funding not to exceed $51,000 to have the building abated, demolished and debris removed. ATC Group Services conducted the procurement process and selected Viking Specialty Contracting to provide the services.
Evaluation
Gila County District III Supervisor Woody Cline and Executive Administrative Assistant Cathy Melvin have continued to work with ADEQ and ATC Group to mitigate the environmental hazard posed by the dilapidated buildings known as the Hayden Motel and the adjoining thrift shop. ADEQ has awarded Gila County reimbursable grant funds in an amount not to exceed $51,000 to have the building located at 621 W. Hwy 177, Hayden, AZ abated, demolished and debris removed. ATC Group Services conducted the procurement process and selected Viking Specialty Contracting. ATC Services will also provide project management and oversight to ensure the cleanup is conducted in accordance with ADEQ regulations and the required disposal documentation is provided at the end of the project and forwarded to Gila County for record retention.
Conclusion
The reimbursable grant from ADEQ has been awarded to Gila County for the abatement, demolition, and disposal of the building formerly used as a thrift store located at 621 Hwy 177, Hayden, AZ in an amount not to exceed $51,000 should the Board approve the contract. Viking Specialty Contracting was selected to perform the work in accordance with ADEQ requirements at a bid price of $50,974.20. Viking Specialty Contracting will also provide concrete removal from the site for an additional $40,423.05. Removal of the concrete will allow the site to be developed as a pull-out/parking area. A grant application will be submitted to the USDA Community Facilities Program to develop the site and to include the costs of the concrete removal.
Recommendation
Staff recommends approval of the Government Services Contract and the Viking Specialty Contracting proposal as described in the previous sections.

Information/Discussion/Action to approve the Arizona Department of Environmental Quality/Government Services Contract No. ADEQ21-BF2104 in an amount not to exceed $51,000 and Viking Specialty Services Contract V20-377 in the amount of $91,397.25 of which both contracts pertain to the abatement, demolition and disposal of debris from the building formerly used as a thrift shop located at 621 W.
