Approval of Intergovernmental Agreements (IGA's) to establish Election Drop Boxes
Background Information
A.R.S §16-452 authorizes the Arizona Secretary of State, with approval of the Arizona Attorney General and the Governor of the State of Arizona, to prescribe in an official instruction and procedures manual the procedures for early voting, voting, and collection of ballots. The Arizona Secretary of State has produced a 2019 Elections Procedures Manual, which has been duly approved; an updated Elections Procedure Manual has yet to be produced and the Arizona Secretary of State has determined that the 2019 EPM remains in effect. The County Board of Supervisors adopted Resolution No. 20-09-02 to designate the Gila County Recorder with the ability to approve the use of all Gila County ballot drop-boxes and locations in all elections occurring in Gila County. The Gila County Recorder has approved the use of Gila County ballot drop-off boxes for the 2022 election. The County is willing to provide ballot drop-off boxes to election districts wishing to enter into Intergovernmental Agreements with the County to house ballot drop-off boxes in their jurisdictions.

The locations are the Gila County Recorder's Office Globe and Payson, Miami Police Station, Hayden Town Hall, Mitchell Hoffman Administration (San Carlos), Canyon Day Assembly of God Church, Roosevelt Fire Station, Tonto Basin Fire Station, Young Public Library, Isabelle Hunt Memorial Library, and the Star Valley Town Hall.

The Mitchell Hoffman Administration (San Carlos) Intergovernmental Agreement will be signed at a later date due to awaiting signatures from their council.

These Agreements shall expire on December 31, 2024.
Evaluation
The County Attorney has reviewed the Intergovernmental Agreements and the next step in the process would be to present these Intergovernmental Agreements for the Board of Supervisors' approval.
Conclusion
The Intergovernmental Agreements are to establish drop box locations throughout Gila County through December 31, 2024. The locations are the Gila County Recorder's Office Globe and Payson, Miami Police Station, Hayden Town Hall, Mitchell Hoffman Administration (San Carlos), Canyon Day Assembly of God Church, Roosevelt Fire Station, Tonto Basin Fire Station, Young Public Library, Isabelle Hunt Memorial Library, and the Star Valley Town Hall.
Recommendation
The Gila County Recorder's Office recommends that the Board of Supervisors approve the Intergovernmental Agreements.
Suggested Motion
Information/Discussion/Action to approve the Intergovernmental Agreements between the Gila County Recorder's Office and the following entities/jurisdictions: Town of Miami, Town of Hayden, San Carlos Apache Tribe, Canyon Day Assembly of God Church, Tonto Basin Fire District, Young Public Library, Isabelle Hunt Memorial Library and the Town of Star Valley to establish election drop box locations.
