Request to Advertise Request for Proposal No. 051122 for Bulk Fuel and Lubricants.
Background Information
On July 23, 2019, the Board of Supervisors approved a contract with Fuelco Energy LLC.

On July 7, 2020, the Board of Supervisors approved Amendment No. 1 to extend the contract for an additional one-year period from July 23, 2020, to July 22, 2021.

On July 6, 2021, the Board of Supervisors approved Amendment No. 2 to extend the contract for an additional one-year period from July 23, 2021, to July 22, 2022.

On February 1, 2022, the Board approved Amendment No. 3 to acknowledge the October 11, 2021 sale of Fuelco Energy to Senergy Petroleum. Gila County entered into a contract with Senergy Petroleum on February 1, 2022, without the option to renew another term. The contract expires on July 22, 2022.
Evaluation
The approval to advertise Request for Proposal No. 051122 will allow suppliers the opportunity to submit proposals to Gila County for the County’s fuel and lubricant needs. Getting a supplier to haul to the smaller depots such as Buckhead Landfill and Young, Arizona has been a challenge. During inclement weather and when Gila County is experiencing a natural disaster is a true test for the supplier. General Services is asking for an annual contract with the option of three annual renewals.

With the Board's approval, a notice of Request for Proposals (RFP) No. 051122 will be advertised in the Arizona Silver Belt on June 15, 2022, and June 22, 2022, in the Arizona Silver Belt, with a due date of June 30, 2022. Staff would like to be able to award a contract prior to July 22, 2022, the expiration date of the current contract.
Conclusion
By issuing RFP No. 051122 for Fuel and Lubricants it will allow those companies that are not in the State Contract system to bid. With the current economic situation, if no bids are received, staff will look to State Contract for suppliers.
Recommendation
Staff recommends that the Board of Supervisors approve the request to advertise for Request for Proposal No. 051122 for the purchase of bulk fuel and lubricants.

Information/Discussion/Action to authorize the advertisement of Request for Proposal No. 051122 for the purchase of bulk fuel and lubricants to be used by the Gila County General Services Division. (Steve Sanders)
