Approval of a Cost-Sharing Agreement for the Statewide Voter Registration Database.

Background Information

The Secretary of State entered the maintenance and operation phase of the voter registration database contract on November 25, 2019. From November 25, 2019, through November 30, 2021, the State of Arizona ("The State") contracted with Sutherland Government Solution Inc., and starting November 30, 2021, The State has contracted with INEXL Consulting LLC (through "Contracts" between The State and the referenced entities) for software and maintenance services as they relate to the statewide voter registration database. This Agreement covers costs incurred from July 1, 2021, through June 30, 2022.

The County utilizes the goods and services included in the Contracts, and the residents of the County receive a substantial benefit as a result of the Recorder being able to utilize the goods and services provided by the Contracts.

Both the Secretary and the County have a duty toward the continued existence and maintenance of the statewide database of voter registration information and the protection of access to voter registration information in the database. A.R.S. §16-168, the National Voter Registration Act, codified at 52 U.S.C. §20503 et seq., and the Help America Vote Act, codified at 52 U.S.C. §20901 et seq.

The Secretary of State and the County have mutually determined that the County's fair share of all costs associated with the Contracts is $2,834.67 for the fiscal year 2021/2022.

Evaluation

The County Attorney has reviewed the Cost-Sharing Agreement and the next step in the process would be to present this Agreement for the Board of Supervisors' approval.

Conclusion

The Cost-Sharing Agreement is for the purpose of establishing the costs incurred for the maintenance and operation phase of the voter registration database contracts with Sutherland Government Consulting Inc. from November 25, 2019, through November 30, 2021, and INEXL Consulting LLC starting November 30, 2021. The Agreement covers costs incurred from July 1, 2021, through June 30, 2022.

Recommendation

The Gila County Recorder's Office recommends that the Board of Supervisors approve this Agreement.
