Gila County ELC (Centers for Disease Control and Prevention’s (CDC) Epidemiology and Laboratory Capacity for Prevention and Control of Emerging Infectious Diseases [ELC]) Plus Enhancing Detection Grant Application
Background Information
The Gila County Health and Emergency Management Department will continue to utilize the proposed funds to complement, not duplicate, existing funding previously provided, including the ELC community-based Surveillance and ELC CARES ACT supplements. Gila County Health and Emergency Management will build upon the existing ELC infrastructure that emphasizes the coordination and critical integration of laboratory with epidemiology and health information systems in order to maximize the public health impact of available resources. Ongoing monitoring of milestones and performance measures will be utilized to gauge progress toward the successful completion of priority activities supported with these funds.

Gila County Health and Emergency Management will support the necessary expenses for testing, case investigation, and contact tracing. The health department has established an effective and robust system in which expenses have been implemented to oversee expanded testing capacity for COVID-19, including the ability to process, manage, analyze, use, and report the increased data produced. Recipients will continue to establish a robust COVID-19 testing program that ensures adequate testing is made available according to CDC priorities, including but not limited to: diagnostic tests, tests for contact tracing, and surveillance of asymptomatic persons to determine community spread. Additionally, the Health Department will scale up support for community-based COVID-19 related prevention efforts through; education, testing, hotline information, COVID-19 support resources, and other COVID-19 FAQs, and partnerships with community health partners. On February 22, 2021, the Arizona Department of Health Services shared the ELC Enhanced Detection project opportunity with the Counties. Gila County's award for January 2021 through April 2023 is $839,579. Gila County Public Health submitted our application on April 30, 2021 for the entire $839,579 to continue and build upon the COVID-19 staffing we already have in place for testing and disease investigation, as well as education and outreach.
Evaluation
The Gila County Health and Emergency Management department will utilize the ELC Enhancing Detection Grant Application funds to continue to provide comprehensive disease investigations, contact tracing, testing programs, data collection, and sharing vaccination and public health education. This funding will support our current staffing levels through April 2023.
Conclusion
It is the recommendation of the Finance Director and the Health and Emergency Management Department Director that the Board of Supervisors approve the grant application for the HELC Enhanced Detection grant in the amount of $839,579 with no match required. This funding will allow us to continue to address the testing, disease investigation, and contact tracing efforts for the ongoing COVID-19 endemic with anticipated dates of January 1, 2021 through April 30, 2023.
Recommendation
The Gila County Health and Emergency Management Department recommends the Board of Supervisors approve the Gila County ELC Enhancing Detection Grant Application which will continue to enhance and expand response capabilities.

Information/Discussion/Action to approve the Gila County ELC Enhancing Detection Grant Application in the amount of $839,579 that will be used to continue to address the testing, disease investigation, and contact tracing efforts for the ongoing COVID-19 endemic with anticipated dates of January 1, 2021 through April 30, 2023.
