New Hearing Officer Agreement with Howard C. Johnson.

Background Information

In Gila County, the Board of Supervisors acts as the Board of Equalization. The County may appoint hearings officers pursuant to A.R.S. § 42-16103 to review and make initial determinations on petitions filed pursuant to A.R.S. § 42-16105. The Hearing Officer has substantial knowledge and experience in property values and appraisal procedures.

Original Hearing Officer Agreement with Howard C. Johnson was approved by the Board of Supervisors on July 5, 2018 for a period of two years.

Evaluation

A new Hearing Officer Agreement will serve to extend the term of the contract for an additional two years, for the period July 5, 2020 to July 4, 2022; and increase the hourly rate from $75 per clock hour to $95 per clock hour for hearings and preparation for hearings.

Mr. Johnson contracts with other counties in Arizona at an agreed upon rate of $95 per hour.

Conclusion

The Board of Equalization wishes to execute a new Hearing Officer Agreement with Howard C. Johnson to extend the term of the contract for two additional years, from July 5, 2020 to July 4, 2022.

Recommendation

Marian Sheppard, Clerk of the Board, works directly with Mr. Johnson scheduling and conducting hearings, etc. The Board of Supervisors and Ms. Sheppard have been extremely pleased with Mr. Johnson's extensive knowledge and experience in property values, appraisal procedures and the professionalism in which he conducts hearings. It is recommended that the Board of Equalization approve a new Hearing Officer Agreement with Mr. Johnson to extend the term of the contract for two additional years, for the period July 5, 2020 to July 4, 2022; and increase the dollar amount to $95 per clock hour.

(Adjourn as the Gila County Board of Supervisors and convene as the Gila County Board of Equalization.) Information/Discussion/Action to approve a new Hearing Officer Agreement with Howard C. Johnson to extend the term of the contract for two additional years, from July 5, 2020 through July 4, 2022; and increase the dollar amount to $95 per clock hour.(Marian Sheppard) (Adjourn as the Gila County Board of Equalization and reconvene as the Gila County Board of Supervisors.)
