Acknowledgment of additional funding for Amendment No. 7 to an Intergovernmental Agreement (Contract No. ADHS17-133182) with the Arizona Department of Health Services for Public Health Emergency Preparedness. The additional amount of funding will be in the amount of $146,317 to provide Public Health Emergency Preparedness for COVID-19 response. The original Amendment No. 7 was for $226,242 and this additional funding of $146,317 will be added to Amendment No. 7 without the creation of a separate amendment, according to the Arizona Department of Health Services.
Background Information
The purpose of the Gila County Public Health Emergency Preparedness program is to readily prepare the staff and community for any public health emergency. This includes staff training, development of disaster plans, organizing disaster exercises, and procuring emergency supplies and equipment. The program exists to enhance all-hazard strategic planning and direction, coordination and assessment, surveillance and detection capacities, risk communication and health information dissemination, telecommunications capabilities, and education and training.

This Intergovernmental Agreement (Contract No. ADHS17-133182) began a new contract period for the public health emergency preparedness grant extending our funding from July 1, 2016, to June 30, 2017, in the amount of $186,389.67 and was approved by the Board of Supervisors at its June 21, 2016 meeting.

Amendment No.1 to Contract No. ADHS17-133182 provided an additional $55,870 in funding to be used for the Zika Virus community outreach, public education, and mosquito surveillance programs and was approved by the Board of Supervisors at its November 15, 2016, meeting. Amendment No. 2 to Contract No. ADHS17-133182 provided an additional $14,029.43 for public health emergency preparedness activities and $10,000 for Zika Virus public educational materials and was approved by the Board of Supervisors at its March 21, 2017, meeting. Amendment No. 3 to Contract No. ADHS17-133182 extended our funding from July 1, 2017, to June 30, 2018, in the amount of $200,419 and was approved by the Board of Supervisors at its July 11, 2017, meeting. Amendment No. 4 to Contract No. ADHS17-133182 extended our funding from July 1, 2018, to June 30, 2019, in the amount of $200,419 and was approved at the July 10, 2018, Board of Supervisors' meeting. Amendment No. 5 provided additional funding to address opioid prevention and preparedness efforts in the amount of $83,255 and was approved at the November 13, 2018 meeting. Amendment No. 6 to Contract No. ADHS17-133182 extended our funding from July 1, 2019, to June 30, 2020, in the amount of $200,419 and was approved at the September 19, 2019 meeting.

Amendment No. 7 provides Gila County with an additional $226,242 to work with the CDC (Center for Disease Control) in a crisis situation to rapidly mobilize, surge, and respond to public health emergencies occurring in Arizona for COVID19 Phase I to cover the period of March 5, 2020, through March 15, 2021, and was approved by the Board of Supervisors on April 21, 2020. On May 12, 2020, we received an email giving additional funding for COVID19 Phase II in the amount of $146,317 with no amendment required by the Arizona Department of Health Services. A purchase order for the additional funding is attached.
Evaluation
This funding will allow the Gila County Health and Emergency Management Department, Division of Public Health Emergency Preparedness, to implement strategies to respond to the COVID-19 crisis in Arizona and Gila County. The strategies will strengthen incident management, jurisdictional recovery, biosurveillance, information management, countermeasures, mitigation, and surge management. We will work to scale-up laboratory testing and data collection to enable identification and tracking of COVID-19 cases in the County. Gila County Public Health and Emergency Preparedness will develop a brief COVID-19 community intervention implementation plan that will address the following: slow the transmission of disease, minimize morbidity and mortality, and preserve healthcare, workforce, infrastructure functions, and minimize social and economic impacts.
Conclusion
Acknowledgment of Purchase Order Number FY20-269 from Arizona Department of Health Services to provide additional funding to Intergovernmental Agreement (Contract No. ADHS17-133182) and allow the Gila County Health and Emergency Management Department to work with the CDC in a crisis situation to rapidly mobilize, surge, and respond to public health emergencies occurring in Arizona. Arizona has been pre-approved for rapid funding by the CDC for public health emergencies of large scale, complexity, or consequence that it would have an overwhelming impact upon and exceed the resources available within the state and County.
Recommendation
It is the recommendation of the Health and Emergency Management Department Director that the Board of Supervisors acknowledge an increase in funding for Amendment No. 7 to the Intergovernmental Agreement (Contract No. ADHS17-133182) with the Arizona Department of Health Services for the amount of $146,317 to support public health emergency preparedness - COVID-19 Phase II grant services from March 5, 2020, through March 15, 2021.
