PURSUANT TO A.R.S. §38-431.01, THE GILA COUNTY BOARD OF SUPERVISORS WILL HOLD A MEETING AT THE GILA COUNTY COURTHOUSE, BOARD OF  SUPERVISORS’ HEARING ROOM, 1400 EAST ASH STREET, GLOBE, ARIZONA. ONE OR MORE BOARD MEMBERS MAY PARTICIPATE IN THE MEETING BY TELEPHONE CONFERENCE CALL OR BY INTERACTIVE TELEVISION VIDEO (ITV).  THE MEETING IS ALSO TELEVISED TO THE GILA COUNTY COMPLEX, BOARD OF SUPERVISORS' CONFERENCE ROOM, 610 E. HIGHWAY 260, PAYSON, ARIZONA. 

NOTE:  Per the most recent guidelines from the federal government that no more than 10 people should be gathered in a room at the same time, no citizens will be allowed in the Board of Supervisors' hearing room at the Globe Courthouse or at the County Complex, Board of Supervisors' conference room in Payson.

A.   Presentation regarding Gila County financial data as of 4/30/2020 as it compares to the fiscal year 2020 Gila County Budget and fiscal year 2019 year-to-date performance. (Maryn Belling) Presented
 
3.   PUBLIC HEARINGS:
 
A.   Convene a public hearing to hear from citizens on the FY 2020 Community Development Block Grant (CDBG) Application for CDBG Regional Account funding in the amount of $74,542 that will be used for five proposed CDBG housing repair projects, and State Special Project funding in the amount of $350,000 that will be used for six proposed CDBG Owner Occupied Housing Rehabilitation projects in Gila County; authorize the submittal of the Application to the State of Arizona Department of Housing; and adopt related Resolution Nos. 20-06-02, 20-06-03, and 20-06-04. Information/Discussion/Action to adopt the Fiscal Year 2020-2021 Tentative Budget for the Gila County Library District. (Jacque Sanders)(Adjourn as the Gila County Library District Board of Directors and convene as the Gila County Flood Control District Board of Directors.) Adopted
 
B.   Information/Discussion/Action to adopt the FY 2020-2021 Tentative Budget for the Gila County Flood Control District. (Mary Springer) (Adjourn as the Gila County Flood Control District Board of Directors and convene as the Gila County Street Lighting Improvement Districts' Board of Directors.) Adopted
 
C.   Information/Discussion/Action to adopt the FY 2020-2021 Tentative Budgets for the Gila County Street Lighting Improvement Districts per the FY 2021 Budget Schedules entitled "Street Lighting Improvement Districts." (Mary Springer) (Adjourn as the Gila County Street Lighting Improvement Districts' Board of Directors and reconvene as the Gila County Board of Supervisors.) Adopted
 
D.   Information/Discussion/Action to adopt the FY 2020-2021 Gila County Tentative Budget; authorize the publication of the summary budget; and set the public hearing for July 14, 2020 to adopt the final FY 2020-2021 Gila County Budget. (Mary Springer) Adopted
 
E.   Information/Discussion/Action to approve FY 2021 Arizona 9-1-1 Program Grant Agreement No. ADOA-AZ911-21-0041 in the amount of $192,653 that is between the Arizona Department of Administration and the Gila County Sheriff's Office for the performance period of July 1, 2020 through June 30, 2021. F.   Information/Discussion/Action to approve the appointment of Mr. David E. Wolak as Judge Pro Tempore for the period July 1, 2020 to June 30, 2021. (Jon Bearup) Approved
 
G.   Information/Discussion/Action to acknowledge an increase in funding for Amendment No. 7 to an Intergovernmental Agreement (Contract No. ADHS17-133182) between the Arizona Department of Health Services and the Gila County Health and Emergency Management Department in the amount of $146,317 in order to provide public health emergency preparedness - COVID-19 Phase II response services from March 5, 2020, through March 15, 2021. (Michael O'Driscoll) Acknowledged
 
H.   Information/Discussion/Action to approve Amendment No. 1 to Contract No. 050619 to extend the contract term with Fuelco Energy, LLC from July 23, 2020 to July 22, 2021; and increase the amount of the contract by $193,000 for a new total contract amount of $900,000 for the continued provision of bulk fuel and lubricants at various Gila County locations. I.   Information/Discussion/Action to approve proposed Public Works Department Policy No. PWS-013 “Cash Handling and Reporting." (Steve Sanders) Approved
 
J.   Information/Discussion/Action to approve the Arizona Community Outreach Partner Renewal Agreement for FFY 2021 between the Arizona Community Action Association d/b/a Wildfire and the Gila County Community Services Department, Community Action Program, which will allow Gila County to continue to be a Supplemental Nutrition Assistance Program Community Partner for the period of October 1, 2020, through September 30, 2021. K.   Information/Discussion/Action to approve an Independent Contractor Agreement (Contract No. 07012020-21) between the Arizona Community Action Association d/b/a Wildfire and the Gila County Community Services Department, Community Action Program, whereby Wildfire will administer funding in the amount of $43,640 which will be used to provide weatherization services, utility repair and replacement, utility deposits and bill assistance to eligible citizens residing in Gila County for the period of July 1, 2020, through June 30, 2021. L.   Information/Discussion/Action to approve an Intergovernmental Agreement (Agreement No. DI20-002263) between the Arizona Department of Economic Security and the Gila County Community Services Department in the amount of $671,691.43 for the period of July 1, 2020 through June 30, 2021 to provide programs and services to pursue the reduction of poverty, the revitalization of low-income communities, and the empowerment of low-income families and individuals to become fully self-sufficient. (Malissa Buzan) Approved
 
M.   Information/Discussion/Action to approve various Intergovernmental Agreements to jointly cooperate in Gila County's Summer Youth Employment Program with the following entities: City of Globe ($6,912); Town of Miami ($6,912); Town of Winkelman ($6,912); Town of Hayden ($6,912); and Town of Payson ($13,824). (Woody Cline) Approved
 
N.   Information/Discussion/Action to review all bids submitted for Call for Bids No. 041520 to provide all advertising, publications, and printing required to be done or made by all departments of Gila County for fiscal year July 1, 2020, through June 30, 2021; award a contract to the Payson Roundup newspaper at the cost of $2.49 per column inch for all paid publishing and advertising and authorize the Chairman's signature on the contract for the award. O.   (Adjourn as the Gila County Board of Supervisors and convene as the Gila County Board of Equalization.) Information/Discussion/Action to approve a new Hearing Officer Agreement with Howard C. Johnson to extend the term of the contract for two additional years, from July 5, 2020 through July 4, 2022; and increase the dollar amount to $95 per clock hour.(Marian Sheppard) (Adjourn as the Gila County Board of Equalization and reconvene as the Gila County Board of Supervisors.) Approved
 
5.   CONSENT AGENDA ACTION ITEMS:  (Any matter on the Consent Agenda will be removed from the Consent Agenda and discussed and voted upon as a regular agenda item upon the request of any member of the Board of Supervisors.)
 
A.   Approval of an Amendment to 9-1-1 Program Grant Agreement No. GFR-AZ-911-19-006T between the Arizona Department of Administration and the Gila County Sheriff's Office to extend the agreement for 5 years, from July 1, 2020 thru June 30, 2025. Approved
 
B.   Approval of Amendment No. 2 to Intergovernmental Agreement (IGA) No. 121117 with the Town of Winkelman to extend the contract term for an additional year to March 11, 2021 to continue providing building and zoning review and inspection services to the Town. Approved
 
C.   Approval of Amendment No. 2 to Professional Services Contract No. 050718 with Carolyn Clark of Flores & Clark, P.C. to extend the term of the contract for one additional year, from July 1, 2020, to June 30, 2021 for a not to exceed amount of $89,100. Approved
 
D.   Approval of Professional Services Contract No. 050720 with the Law Offices of Daniel Thulin, LLC in a not to exceed amount of $34,800 to provide professional legal defense services for the Superior Court in Gila County for the period July 1, 2020 to June 30, 2021. Approved
 
E.   Approval of Professional Services Contract No. 050820 with the Law Offices of Steven Jones in a not to exceed amount of $75,600 to provide professional legal defense services for the Superior Court in Gila County for the period July 1, 2020 to June 30, 2021. Approved
 
F.   Authorization of the Chairman's signature on the Quit Claim Deed for the Clerk of the Board's over-the-counter sale of Assessor's tax parcel number 301-29-059C to Joel and Stephanie Biggs. Authorized
 
G.   Approval of the Board of Supervisors' May 26, 2020 and June 2, 2020 meeting minutes. Approved
 
H.   Approval of the Human Resources Department monthly activity report for May 2020. Approved
 
I.   Approval of finance reports/demands/transfers for the reporting period of May 2020. Approved
 
J.   Acknowledgment of contracts under $50,000 which have been approved by the County Manager for the month of May 2020. Acknowledged
 
6.   CALL TO THE PUBLIC:   A call to the public is held for public benefit to allow individuals to address the Board of Supervisors on any issue within the jurisdiction of the Board of Supervisors. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(H), at the conclusion of an open call to the public, individual members of the Board of Supervisors may respond to criticism made by those who have addressed the Board, may ask staff to review a matter or may ask that a matter be put on a future agenda for further discussion and decision at a future date. 7.   At any time during this meeting pursuant to A.R.S. §38-431.02(K), members of the Board of Supervisors and the County Manager may present a brief summary of current events.  No action may be taken on information presented. Presented
