FY2023 Intergovernmental Agreement (IGA) Between Town of Payson and Gila County Board of Supervisors for Management of 9-1-1 Grant Funds.

Background Information

This year the IGA is new, rather than an amendment because of subtle changes to the 9-1-1 grant award process. As the State of Arizona transitions to a statewide 9-1-1 system, the contract for 9-1-1 services now belongs to the state, rather than local 9-1-1 authorities. This means that annual 9-1-1 service costs are defined through a quote process for each PSAP (Public Safety Answering Point), which the state will apply against the state contract for the performance period of that contract.

Evaluation

In previous years, each PSAP in the Gila 9-1-1 Network was required to enter into a contract with a 9-1-1 service provider. This year, rather than evaluating and signing a contract, each PSAP will now sign to accept funding quoted by the state provider.

At this time, the language and terms of the IGA remain the same as in previous years, with adjustments only to the title and applicable dates.

Conclusion

As of this date, the Payson Police Department has received all documentation related to acceptance of their PSAP quote and a copy of this IGA for signature. Discussions with PPD 9-1-1 management have indicated agreement to both, pending final approval of the Town Council.

Recommendation

It is the recommendation of Sheriff J. Adam Shepherd that the Board of Supervisors approve the FY2023 Intergovernmental Agreement Between the Town of Payson and Gila County, AZ for Centralized Management of 9-1-1 Grant Funds.

Information/Discussion/Action to authorize the Chairman's signature on the FY2023 Intergovernmental Agreement Between the Town of Payson and Gila County, AZ for Centralized Management of 9-1-1 Grant Funds for the performance period from July 1, 2022, through June 30, 2023. (Debra Williams)
