Background Information
This year's grant process was influenced by the establishment of a new statewide ESINet/NGCS provider and the contract between the State 9-1-1 Program Office and AT&T. When the Notice of Funding Availability (NOFA) was issued for the FY2023 9-1-1 Grant, the NGCS/CHaaS costs were undetermined and 9-1-1 administrators were asked to keep our basic budget requests to essential needs, similar to the budgets for FY2022. Due to short notice and the uncertainty of the final NGCS/CHaaS costs, a grant application and budget request were submitted electronically on January 13, 2022, for the amount of $248,258, based on the FY2022 budget.

The State 9-1-1 Program Office coordinated meetings with approved CHaaS vendors and quotes were developed that defined system options for each PSAP. On April 22, 2002, the Sheriff's Office received a grant award announcement and agreement for $509,912 for both PSAPs in the Gila 9-1-1 Network.
Evaluation
The FY2023 grant award includes funding to cover end of contract costs from the current 9-1-1 ESINet vendor in the amount of $194,601 and additional funding for simultaneous implementation of state's new contracted ESINet/NGCS in the amount of $314,591, for a total of $509,912.

As the Gila 9-1-1 Network Administrator, GilaCSO will manage the grant budget in accordance with an IGA between Gila County and the Town of Payson.
Conclusion
New processes from the state 9-1-1 office will allow for a more streamlined reimbursement process, allowing local 9-1-1 Administrators to work with the vendor to pay monthly, or annually, as mutually agreed.
Recommendation
It is the recommendation of Sheriff J. Adam Shepherd that the Board of Supervisors accept the FY2023 Arizona 9-1-1 Program Grant Agreement No. ADOA-AZ911-22-05 in the amount of $509,912 for the performance period of July 1, 2022, through June 30, 2023.
