Present results of the Board of Supervisors' 2022 Public Surplus Online Auction of 2021 State Tax-Deeded Properties and request authorization for the Board Chairman to sign the related Quit Claim Deeds.
Background Information
Arizona Revised Statutes (A.R.S.) § 42-18301 through § 42-18303 outlines the procedures related to the responsibilities of a county board of supervisors once the county treasurer deeds properties to the state of Arizona in care of the board of supervisors. Property owners did not pay property taxes on their properties for 7 consecutive years.

On July 6, 2021, the Board of Supervisors held its first online auction for properties that were deeded in 2020 by the Treasurer to the State of Arizona in care of the Board of Supervisors. Public Surplus conducted the auction on behalf of the Board. A total of $69,799.05 was collected and deposited with the County Treasurer on June 9, 2021. This resulted in a net profit of $48,061.74 over the lien amount. Eight properties are once again on the County's tax rolls which was a good start to the use of Public Surplus. Due to the success of that auction, it was decided to continue selling state tax-deeded properties through Public Surplus.

In 2021, the Gila County Treasurer deeded 31 properties to the State of Arizona in care of the Gila County Board of Supervisors. On February 8, 2022, parcel number 208-05-203A was sold to the City of Globe, and parcel number 301-05-004L was sold to Gila County to be used for a public purpose related to transportation or flood control per A.R.S. § 42-18303(E). The remaining 29 properties were advertised for sale in accordance with A.R.S. § 42-18302; however, 4 of those properties were placed in a moratorium area and were not included in the list of properties to be sold by online auction. They will be presented to the Board at a later date.
Evaluation
On behalf of the Board of Supervisors, Public Surplus held an online auction from March 28, 2022, to April 11, 2022, to sell 25 properties. Of the 25 properties listed for sale, 18 were sold.

The following properties were submitted to the online auction: 101-07-150, 101-07-277, 101-09-014, 101-09-030, 101-09-120, 206-09-077, 206-09-078, 206-09-083, 206-09-087, 206-09-088A, 206-09-092, 206-09-102, 206-09-105A, 206-09-105B, 206-18-062, 206-18-117, 206-21-053, 206-21-094, 207-15-208, 207-15-209, 208-02-262, 208-02-489, 302-87-304, 302-87-849, and 303-06-058.

The Board of Supervisors needs to receive the results of the 2022 Public Surplus online auction and authorize its Chairman to sign the related Quit Claim Deeds to finalize the sale of the properties.
Conclusion
The results of the Public Surplus 2022 online auction are as follows:

For the 2022 Public Surplus Auction, $215,728.08 was collected for the sale of 18 properties, which is $166,192.11 over the lien amount. These properties will now go back on the County's tax rolls.

Part of the internal process for the sale of these auctioned properties is to submit Quit Claim Deeds to the Board of Supervisors with a request for the Board Chairman to sign them, which will finalize the sale of the properties. The 18 Quit Claim Deeds need to be signed and then they will be recorded. The recorded Quit Claim Deeds will be mailed to the new owners. Per statute, each purchaser paid $30 to record the Quit Claim Deed.
Recommendation
The Clerk of the Board recommends that the Board of Supervisors authorize the Board Chairman to sign the Quit Claim Deeds for the sale of tax parcel numbers 101-07-150, 101-07-277, 101-09-014, 101-09-030, 101-09-120, 206-09-077, 206-09-078, 206-09-083, 206-09-092, 206-18-117, 206-21-053, 206-21-094, 207-15-208, 207-15-209, 208-02-262, 302-87-304, 302-87-849, and 303-06-058.
