Termination of Proclamation No. 2020-01 - Declaration of Emergency due to the Novel Coronavirus (COVID-19) outbreak.

Background Information

On March 11, 2020, the World Health Organization officially declared a pandemic due to the COVID-19 outbreak. On March 11, 2020, the Honorable Douglas A. Ducey, Governor of the State of Arizona, declared that a state of emergency exists in Arizona due to the COVID-19 outbreak. The Gila County Health and Emergency Management Department has been taking measures to put into place all actions needed to protect the health and well-being of its residents from the spread of COVID-19, and prepare for the impacts the disease is likely to have on the County.

On March 22, 2022, Governor Ducey issued a “Termination of Emergency,” declaring the 2019 Novel Coronavirus (COVID-19) outbreak is no longer beyond Arizona’s control.

Evaluation

The Gila County Health and Emergency Management has acknowledged Governor Ducey's "Termination of Emergency" declaring the 2019 Novel Coronavirus (COVID-19) outbreak is no longer beyond Arizona’s control. As per A.R.S. § 26-303(f), "the powers granted to the governor by this chapter with respect to a state of emergency shall terminate when the state of emergency has been terminated by proclamation of the governor or by concurrent resolution of the legislature declaring it at an end."

The proclamation's mission has been fulfilled, so it should now be ended/terminated.

Conclusion

Termination of Proclamation No. 2020-01 - Declaration of Emergency due to Novel Coronavirus (COVID-19) outbreak will allow Gila County to return to a state of normalcy.

Recommendation

It is recommended that the Gila County Board of Supervisors issue a declaration to terminate Proclamation No. 2020-01 - Declaration of Emergency due to the Novel Coronavirus (COVID-19) outbreak.
