Purchase Order Request for 9-1-1 Next Generation Core Services
Background Information
The State 9-1-1 Program Office made a number of changes to grant administration in the past several years as they have driven the move from locally-owned 9-1-1 ESINet (Emergency Services InternetProtocol Network) provider contracts to a state-owned contract for NENA i3 compliant ESINet/Next Generation Core Services (NGCS). In 2021, the State 9-1-1 Program Office awarded an RFP and contract for ESINet/NGCS to AT&T, for a term of 5 years.

To establish annual costs for NGCS for each 9-1-1 network, a series of meetings were coordinated with state-approved vendors and 9-1-1 network administrators to review and select CHaaS (Call Handling as a Service) options. The resulting quotes (attached) received final approval from the state 9-1-1 administration.

The FY2023 9-1-1 grant awards will be based on funding the existing ESINet provider to the end of the contract and include funding that supports the implementation and maintenance of the new 9-1-1 NGCS/CHaaS network services for the life of the contract.

Evaluation
Each 9-1-1 network administrator asked to ensure a purchase order for the total of their network quotes is reviewed and accepted by each PSAP, and requests a Purchase Order (PO) be issued against the State contract. For the Gila 9-1-1 Network, the Gila County Sheriff’s Office(GilaCSO) has an established Intergovernmental Agreement process with the Town of Payson to manage 9-1-1 network grant funding on behalf of the Payson Police Department; therefore, GilaCSO is requesting a PO for both network PSAPs in the amount of $819,881.50 for the full 5-year term of the state contract.

Each PSAP agency is expected to sign acceptance of their quote for the following amounts:

GilaCSO =    $375,541.40 
PaysonPD = $444,340.10
         Total = $819,881.50

Conclusion
The process of establishing a statewide set of standards and vendors for 9-1-1 is intended to simplify the process of grant administration for both the state and local authorities. Once in place, the PO will allow reimbursements to 9-1-1 administration to be made annually. This will allow for a monthly or annual payment to the vendor, as mutually agreed

The resulting interconnected, inter-operative network also holds benefits for emergency responders and the public by ensuring that PSAPs have reliable redundancy and the ability to support new and future technological capabilities.
Recommendation
Gila County Sheriff J. Adam Shepherd recommends that the Board of Supervisors authorize the Chairman's signature on AT&T Quote Revision dated 05/06/2022 for the Gila County Sheriff NGCS/CHaaS and authorize the County Finance Department to issue a Purchase Order against state contract #CTR055782 in the amount of $819,881.50 for the period of 07/01/2022 through 06/30/2027.
