Consideration to rescind the March 18, 2022, termination of the Intergovernmental Agreement (IGA) between Apache, Gila, and Navajo Counties for the administration of the federal Workforce Innovation and Opportunity Act (WIOA) program administered through the Northeastern Arizona Local Workforce Development Area (NALWDA).
Background Information
On April 8, 2022, Apache, Gila, and Navajo Counties elected officials, county managers and staff met to discuss the status of the NALWDA. Others participating in this meeting were representatives of the Arizona Department of Economic Security (ADES), Arizona@Work Division, members of the Local Workforce Development Board (LWDB), and the Executive Director of the NALWDA. Representatives of other agencies, entities, and boards participated in the meeting via Zoom. Arizona@Work staff gave a presentation regarding the governance of the WIOA program, including the NALWDA. ADES Arizona@Work staff advised that to help ensure that services for current WIOA participants are not interrupted that termination of the IGA be rescinded by the Gila County Board of Supervisors. Such a rescission would restore the existing IGA in its entirety. ADES Arizona@Work also advised that the existing IGA does not include current requirements of the WIOA program and must be revised. The three-county managers from Apache, Gila, and Navajo Counties agreed to revise the NALWDA IGA to reflect current WIOA requirements and to include terminology that would help ensure that proportional WIOA services are delivered to the three NALWDA counties. The revised IGA can be executed at any time during the year and does not require action before the beginning of the new plan year, July 1, 2022.
Evaluation
To help ensure current WIOA participants in the NALWDA continue to receive services, the termination of the IGA dated July 1, 2016, should be rescinded.

Information/Discussion/Action to reinstate an Intergovernmental Agreement between Apache, Gila, and Navajo Counties that went into effect on July 1, 2015, and which was terminated by the Board of Supervisors on March 18, 2022, to be effective on June 30, 2022, regarding the administration of the federal Workforce Innovation and Opportunity Act program administered through the Northeastern Arizona Local Workforce Development Area.
