Gila County Public Housing Authority Fiscal Year (FY) 2022 Annual Plan Review
Background Information
The Public Housing Authority Agency's Annual Plan is a plan that informs HUD (U.S. Department of Housing and Urban Development), residents, and the public of the Public Housing Agency's (PHA's) mission for serving the needs of low-income and very low-income families and the PHA's strategy for addressing those needs.
Evaluation
The Housing and Economic Recovery Act (HERA), Title VII, Small Public Housing Authorities Paperwork Reduction Act exempted qualified PHAs from the annual plan requirement.

The Gila County Public Housing Authority is currently a qualified PHA; a qualified PHA is a PHA that:
1.  has a combined unit of 550 or less public housing units and section 8 vouchers; and
2.  is not designated trouble under section 6(j)(2) of the 1937 Act, the Public Housing Assessment System (PHAS), as a troubled public housing agency during the prior 12 months; and does not have a failing score under the Section 8 Management Assessment Program (SEMAP) during the prior 12 months.

Although HERA exempts qualified PHAs from the requirement to prepare and submit an annual plan, qualified PHAs must carry out the following annual requirements:

Each qualified PHA must annually hold a public hearing to review the goals, objectives, and policies of the agency and obtain public comment. HUD considers the annual public hearing essential to PHAs in determining whether changes to goals, objectives, and policies are needed.
Conclusion
In order for the Gila County Public Housing Authority to meet its requirements related to the PHA Annual Plan, a public hearing needs to be held to obtain comments on the goals, objectives, and policies of the Gila County Public Housing Authority.
Recommendation
The Community Services Department Director recommends that the Board of Supervisors hold a public hearing for public comments on the current goals, objectives, and policies of the Gila County Housing Authority Annual Plan.
Suggested Motion
Information/Discussion to review all goals, objectives, and policies regarding the Gila County Public Housing Authority's FY 2022 Annual Plan and obtain public comment on the Plan. (Malissa Buzan)
