PURSUANT TO A.R.S. § 38-431.01, THE GILA COUNTY BOARD OF SUPERVISORS WILL HOLD A MEETING AT THE GILA COUNTY COURTHOUSE, BOARD OF SUPERVISORS’ HEARING ROOM, 1400 EAST ASH STREET, GLOBE, ARIZONA. ONE OR MORE BOARD MEMBERS MAY PARTICIPATE IN THE MEETING BY TELEPHONE CONFERENCE CALL OR BY INTERACTIVE TELEVISION VIDEO (ITV).  THE MEETING IS ALSO TELEVISED TO THE GILA COUNTY TOMMIE CLINE MARTIN COMPLEX, BOARD OF SUPERVISORS' CONFERENCE ROOM, 707 S. COLCORD ROAD, PAYSON, ARIZONA.

1.   CALL TO ORDER - PLEDGE OF ALLEGIANCE - INVOCATION
 
2.   REGULAR AGENDA ITEMS:
 
A.   Information/Discussion/Action to approve Modification No. 2 to Cooperative Law Enforcement Agreement No. 21-LE-11031200-038 between the Gila County Sheriff's Office and the U.S. Department of Agriculture, Forest Service, in the amount of $74,800 for the performance period of February 1, 2022, through December 31, 2025. (Dennis Newman) Approved
 
B.   Information/Discussion/Action to authorize the Sheriff's Office development and submittal of a grant application for FY 2024 9-1-1 Program funding in the amount of $138,064 in support of the Gila 9-1-1 Network, consisting of Payson Police Department ($71,105) and Gila County Sheriff's Office ($66,959) Public Safety Answering Points, and which requires a 0% match in funds for a performance period of July 1, 2023, through June 30, 2024. C.   Information/Discussion/Action to approve Agreement No. 04062023, an economic development grant, between Gila County and Payson Rodeo Committee, Inc. in the amount of $20,000, which the Board has determined to be for the benefit of the public. (Dan Wiles/Steve Christensen) Approved
 
D.   Information/Discussion/Action to receive an update on the activities of the Pinal-Gila Council for Senior Citizens (PGCSC) and approve Agreement No. 03152023 with PGCSC whereby the County will disburse $165,000; and further, the Board finds and determines this is for the benefit to provide services to persons with disabilities and aged persons within Gila County. (Maryn Belling/Ana Medina) Approved
 
E.   Information/Discussion/Action to review all bids submitted for Statement of Qualifications No. 012023 - On-Call Land Survey Services for various projects within Gila County; award to the most qualified and responsive, and qualified companies, which are Civiltech Engineering Inc. and D2 Surveying LLC in the amount of $100,000 per contract for a period of one year with the option to renew the contracts for three one-year periods. F.   Information/Discussion/Action to repeal Resolution No. 22-08-04 and adopt Resolution No. 23-04-03 to authorize James Menlove, Maryn Belling, and Sherry Grice to order the deposit or withdrawal of monies in the Local Government Investment Pool for the Tonto Creek Bridge Project, if needed. (Homero Vela) Adopted
 
G.   Information/Discussion/Action to approve Agreement No. 12272022, an Economic Development Grant, between Gila County and Conservation Legacy in the amount of $70,000 for one year to fund one Youth Conservation Corps crew to be based in Southern Gila County, which the Board has determined to be for the benefit of the public. (Woody Cline) Approved
 
H.   Information/Discussion/Action to approve Arizona Department of Housing Funding Agreement No. 535-23 with the Gila County Community Services Department to receive $7,000 of Continuum of Care (COC) planning funds to be used through June 30, 2023, whereby the Gila County Community Services Department will act as the lead Gila County COC and will be responsible for activities, discussions, and meetings directed at ending homelessness. (Malissa Buzan) Approved
 
I.   Information/Discussion/Action to approve Arizona Department of Housing Funding Agreement No. 543-23 with the Gila County Community Services Department to receive $126,381.98 of Housing Trust Fund funding to be used from January 1, 2023, through December 31, 2023, whereby the Gila County Community Services Department will act as the lead Gila County Continuum of Care and will be responsible for capacity building activities, discussions, and meetings directed at ending homelessness. J.   Information/Discussion/Action to approve Arizona Department of Housing Funding Agreement No. 539-23 between the Gila County Community Services Department to receive $60,000 for the Hotel Fire Emergency Voucher Project to be used from December 1, 2022, through June 30, 2023. (Malissa Buzan) Approved
 
K.   Information/Discussion/Action to approve Amendment No.1 to Arizona Department of Housing Funding Agreement No. 127-23 with Gila County to receive additional Community Development Block Grant Regional Account Fund funding in the amount of $12,903 for a new Agreement total of $131,061 for the period of December 1, 2022, through March 30, 2024, in order to rehabilitate at least six homes. (Malissa Buzan) Approved
 
L.   Information/Discussion/Action to approve a Property Lease Agreement between Pine Strawberry Fuel Reduction and Gila County for a term of ten years to use a portion of the Gila County-Pine Yard Operations, which will provide a benefit to the residents of Gila County to participate in and enjoy horse related activities and other community events. (Michael O'Driscoll) Approved
 
M.   1:30 P.M. - Information/Discussion/Action to affirm, modify or reverse the final decision of the Gila County Hearing Officer regarding Complaint No. CP2209-02 - non-compliance of the Gila County Zoning Ordinance for property located at 247 W Standage Drive in Payson. (Randy Pluimer) Affirmed
 
3.   CONSENT AGENDA ACTION ITEMS: (Any matter on the Consent Agenda will be removed from the Consent Agenda and discussed and voted upon as a regular agenda item upon the request of any member of the Board of Supervisors.)
 
A.   Approval of two Special Event Liquor License Applications submitted by Pine Strawberry Fuel Reduction Inc. to serve liquor at the Gila County-Pine Yard Operations for two special events to be held on May 5-6, 2023, and September 15-16, 2023. Approved
 
B.   Approval of Amendment No. 6 to Professional Services Contract No. 040819 with Diana G. Montgomery, PLLC to increase the contract by $9,900 for an amended contract amount not to exceed $60,100 for the contract term July 1, 2022, to June 30, 2023. Approved
 
C.   Approval of an Application for Fireworks Display submitted by Reyman Pyrotechnics and sponsored by Freeport-McMoRan, Inc. (FMI) to provide a fireworks display on Tuesday, July 4, 2023, at the FMI Miami Operations mine site. Approved
 
D.   Approval of a corrected term of office for Northern Gila County Range Commission governing board member Daniel Wile to serve from March 7, 2023, through December 31, 2025. Approved
 
E.   Approval of corrected six-year terms of office for the following governing board members of the Gila County Industrial Development Authority: Cliff Potts, James "Mac" Freezor, and Jill Wilson to serve from January 1, 2023, through December 31, 2028. Approved
 
F.  
Approval of the monthly activity reports submitted by the Human Resources Department for March 2023.

G.   Approval of finance reports/demands/transfers for the reporting period March 1, 2023, through March 31, 2023. Approved
 
H.   Acknowledgement of contracts under $50,000 which have been approved by the County Manager for the month of March. Acknowledged
 
4.   CALL TO THE PUBLIC:   A call to the public is held for public benefit to allow individuals to address the Board of Supervisors on any issue within the jurisdiction of the Board of Supervisors. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute § 38-431.01(H), at the conclusion of an open call to the public, individual members of the Board of Supervisors may respond to criticism made by those who have addressed the Board, may ask staff to review a matter or may ask that a matter be put on a future agenda for further discussion and decision at a future date.
