PURSUANT TO A.R.S. § 38-431.01, THE GILA COUNTY BOARD OF SUPERVISORS WILL HOLD A MEETING AT THE GILA COUNTY COURTHOUSE, BOARD OF SUPERVISORS’ HEARING ROOM, 1400 EAST ASH STREET, GLOBE, ARIZONA. ONE OR MORE BOARD MEMBERS MAY PARTICIPATE IN THE MEETING BY TELEPHONE CONFERENCE CALL OR BY INTERACTIVE TELEVISION VIDEO (ITV).  THE MEETING IS ALSO TELEVISED TO THE GILA COUNTY TOMMIE CLINE MARTIN COMPLEX, BOARD OF SUPERVISORS' CONFERENCE ROOM, 707 S. COLCORD ROAD, PAYSON, ARIZONA.

1.   CALL TO ORDER - PLEDGE OF ALLEGIANCE - INVOCATION
 
2.   PUBLIC HEARINGS:
 
A.   Information/Discussion/Action to review the goals, objectives, and policies of the Gila County Public Housing Authority (PHA); and authorize the Chairman's signature on the various required forms related to the Gila County PHA's FY 2023 Annual Plan. (Malissa Buzan) Authorized
 
B.   Information/Discussion/Action to consider a liquor license application (County No. LL-23-07) submitted by Andrea Dahlman Lewkowitz for the transfer of a Series 6 Bar License with an interim permit to operate at the Roosevelt Marina, 28085 N Highway 188, Roosevelt; and issue a recommendation to the Arizona Department of Liquor Licenses and Control whether the license should be granted. (Samantha Trimble) Approved
 
3.   REGULAR AGENDA ITEMS:
 
A.   Information/Discussion/Action to approve an Intergovernmental Agreement between the Gila County Sheriff’s Office and the Globe Police Department to participate in the Gila County Drug, Gang, and Violent Crimes Task Force for FY 2023; and authorize reimbursement from the Arizona Criminal Justice Commission grant received by Gila County not to exceed $40,000 for the salary and benefits for one officer assigned by the Globe Police Department to the Task Force. B.   Information/Discussion/Action to authorize the Sheriff's Office electronic submission of an FFY 2024 Speed Enforcement Overtime Grant Application in the amount of $25,000 submitted to the Arizona Governor's Office of Highway Safety; adopt Resolution No. 23-04-01; and authorize the Chairman's signature on the Certification form, all of which are components of the Grant Application. C.   Information/Discussion/Action to ratify the Board of Supervisors' approval for the Sheriff's Office electronic submittal of a FY 2024 Drug, Gang, and Violent Crimes Control Grant Application to the Arizona Criminal Justice Commission in the amount of $840,298.35 to renew grant funding that will be used for the salaries and benefits of the Sheriff's Office Drug, Gang, and Violent Crimes Task Force. (Travis Baxley) Approved
 
D.   Information/Discussion/Action to approve the distribution of Secure Rural Schools and Communities Funds (Forest Fees) of Gila County's share of the Federal Year 2023 Secure Rural Schools Act funds as authorized through section 24 of P.L. 114-10 for FY 2022-2023 using the same percentage splits as last year: Roads (2.15%), Schools (77.93%), and Gila County Education Service Agency (19.92%). E.   Information/Discussion/Action to adopt Resolution No. 23-04-02, which authorizes the grant of an access easement through the Gila County Star Valley Road Maintenance Yard to the United States of America, by and through the Department of Agriculture, Forest Service. (Homero Vela) Tabled
 
F.   Information/Discussion/Action to approve Modification No. 001 to USDA Forest Service Road Project Agreement No. 22-RO-11031200-232 - Four Forest Restoration Initiative Control Road Surfacing to allow engineering and design work in the amount of $75,000 and $1,425,000 for paving construction of Control Road FS 64 for the total Agreement amount of $1,500,000. (Homero Vela) Approved
 
G.   Information/Discussion/Action regarding premium rates in the Arizona Local Government Employee Benefit Trust for Gila County's employee insurance and benefit plans to be effective July 1, 2023 as follows: Adopt Schedule A - Employee Insurance Contributions FY 2024 attached to this agenda item. (Maryn Belling) Adopted
 
H.   Information/Discussion/Action to approve the Copper Corridor Blight Buster Coalition's submittal of a grant application in the amount of $1M to the Environmental Justice Problem-Solving Cooperative Agreement Program and to approve the Board of Supervisors' Chairman's signature on a letter of commitment. (Cathy Melvin) Approved
 
I.   Information/Discussion/Action to adopt Proclamation No. 2023-01 proclaiming April 2023 as National County Government Month in Gila County with this year's theme of "Counties RISE! Resiliency, Inclusion, Solvency, Empowerment” and showcase how the County achieves healthy, safe, and vibrant communities. (James Menlove) Adopted
 
J.   Information/Discussion/Action to review all bids submitted for Request for Proposals 07182022 - Permit Management Software Solution: award to the lowest, most responsible, and qualified bidder which is Central Square Solutions; and authorize the Chairman's signature on the award contract. (Randy Plumier) Awarded
 
4.   CONSENT AGENDA ACTION ITEMS: (Any matter on the Consent Agenda will be removed from the Consent Agenda and discussed and voted upon as a regular agenda item upon the request of any member of the Board of Supervisors.)
 
A.   Approval to reappoint the following members to the Gila County Cooperative Extension Advisory Board: Clark Richins, Ben DalMolin, and Marsha Fitzhugh retroactive for the term beginning January 1, 2023, through December 31, 2024; and appoint Paul Wolterbeek to fill a vacancy for the term beginning April 4, 2023, through December 31, 2024. Approved
 
B.   Approval to appoint the following Democratic Party Precinct Committeemen in Gila County: Matthew James Smith - Globe #4 Precinct; Michael A. Pastor - Globe #4 Precinct; Pamela Jean Osborne - Globe #11 Precinct; Malcolm Ernest Nason - Miami #1 Precinct; Robert John Schultz - Miami #1 Precinct; Sherry M Olofson - Claypool #2 Precinct; Thomas Logan Dunning - Payson #3 Precinct; and Judith Rae Tolle - Zane Grey Precinct. Approved
 
C.   Approval of the application for an Extension of Premises/Patio Permit submitted by Katie Lynn Parks to temporarily extend the premises on various dates where liquor is permitted to be served at Bandits Restaurant located in Strawberry. Approved
 
D.   Acknowledgment of the February 2023 monthly activity report submitted by the Clerk of the Superior Court's Office. Acknowledged

Therefore, pursuant to Arizona Revised Statute § 38-431.01(H), at the conclusion of an open call to the public, individual members of the Board of Supervisors may respond to criticism made by those who have addressed the Board, may ask staff to review a matter or may ask that a matter be put on a future agenda for further discussion and decision at a future date.
