Request/Subject

Direct staff to submit a Federal Land Access Program (FLAP) grant application for paving Forest Highway (FH)-12, aka Young Road.

Background Information

The FLAP presents an exciting opportunity for state, county, tribal, and local governments to submit applications for transportation projects accessing federal lands in the state of Arizona. The Programming Decisions Committee (PDC) of the Arizona FLAP is currently soliciting project applications to develop a multi-year program of transportation projects (estimated program funding availability of up to $30 million dollars). Preliminary engineering, construction and construction engineering funding will become available after the program selection process has been completed.

Evaluation

FH-12 Young Road meets the criteria for the program. The County has submitted a paving project on the Young Road for funding during the last call for projects.

Conclusion

Paving the Young Road is a priority of Gila County and applying for federal funds to pave the road is a great opportunity for Gila County. If successful, the County will be required to provide 5.7% in matching funds. The Gila County Transportation ½ cent excise tax would be used for the matching fund requirement.

Recommendation

It is the recommendation of the Public Works Director and the County Engineer to submit a FLAP grant application for a paving project on the Young Road.

Information/Discussion/Action to direct staff to submit a Federal Land Access Program (FLAP) grant application for a paving project on the Young Road with a 5.7% local matching contribution. (Steve Sanders)
