Approval of Professional Services Contract No. 031020 with Kimley-Horn and Associates for the Environmental Assessment (EA) update for Tonto Creek Bridge.

Background Information

Requesting Kimley-Horn and Associates to update the Environmental Assessment (EA) document for the Tonto Creek Bridge.

Kimley Horn prepared the original EA, which was completed and approved by the Federal Highway Administration (FHWA) in 2011.

Evaluation

If and when funding is secured for construction, the EA will need to be updated. It is possible funds for construction may be secured in the near future. The proposed scope amount of $150,771 doesn’t leave room for items that may come up such as specific species surveys, cooperating agency consultation/coordination or additional environmental fieldwork. Staff proposes adding 10% to the contract to be used under the specific direction of the Public Works Director or designee for additional services if necessary.

Conclusion

Staff feels it is advisable to move forward with updating the EA in anticipation of receiving funds from either the State of Arizona or the U.S. Department of Transportation.

Recommendation

The Public Works Division Director recommends that the Board of Supervisors approve Professional Services Contract No. 031020 for the Environmental Assessment update for the Tonto Creek Bridge using Kimley-Horn and Associated, Inc. in an amount not to exceed $165,848.

Information/Discussion/Action to approve Professional Services Contract No. 031020 with Kimley-Horn and Associates, Inc. for the Environmental Assessment update for the Tonto Creek Bridge in an amount not to exceed $165,848; and authorize the Chairman's signature on the award contract.
