Approval to use Pinal County's ROQ (Review of Qualifications) -175923 for Asphalt Maintenance and Repair Services with Cactus Asphalt in accordance with the S.A.V.E (Strategic Alliance for Volume Expenditures) cooperative purchasing agreement.
Background Information
The following County maintained roads are in need of a chip seal coat: Kellner Canyon, Six Shooter Canyon and Old SR188 (in Tonto Basin). The roads within the subdivisions of Deer Creek Village and Walnut Springs are also in need of a chip seal coat.
Evaluation
The application of a chip seal coat on the above-mentioned roads will help prolong the life of the existing asphalt surface.

Both Gila County and Pinal County are members of the S.A.V.E. cooperative purchasing group.

Cactus Asphalt is willing to extend Pinal County’s ROQ - 175923 Job Order Contract for Asphalt Maintenance and Repair Services to Gila County by the terms of cooperative purchasing.
Conclusion
It is in the best interest of Gila County to chip seal the above-mentioned roads at this time. If this work is not done soon, it will be more expensive to repair these roads at a later time due to continual degradation.

The Public Works Department Director requests the approval of a contract with Cactus Asphalt for the following work as outlined in their attached proposal: Supply and apply oil for a chip seal application at the following locations: Kellner Canyon road, Old SR188 road, and roads within the subdivisions of Deer Creek Village and Walnut Springs. Apply a chip seal coat on Six Shooter Canyon road.

The proposed work will be paid for utilizing Highway User Revenue Funds (HURF). The funds were budgeted in FY2020. By using the S.A.V.E. contract ROQ - 175923 with Cactus Asphalt, it will save the County both time and money to utilize a contract that has already been established through Pinal County’s bidding process.
Recommendation
It is the recommendation of the Public Works Department Director that the Board of Supervisors approve the use of the S.A.V.E. cooperative in accordance with Pinal County’s contract ROQ – 175923 with Cactus Asphalt for the following work and as further outlined in their attached proposal: Supply and apply oil for a chip seal application at the following locations: Kellner Canyon road, Old SR188 road, and roads within the subdivisions of Deer Creek Village and Walnut Springs. Apply a chip seal coat on Six Shooter Canyon road.

Information/Discussion/Action to approve the use of Pinal County’s Review of Qualifications (ROQ)-175923 Job Order Contract for asphalt maintenance and repair services with Cactus Asphalt in accordance with the ROQ Statement of Work and further outlined in Cactus Asphalt's proposal for an amount of $401,406 in accordance with the S.A.V.E. cooperative purchasing agreement.
