PURSUANT TO A.R.S. §38-431.01, THE GILA COUNTY BOARD OF SUPERVISORS WILL HOLD AN OPEN MEETING AT THE GILA COUNTY COURTHOUSE, BOARD OF  SUPERVISORS’ HEARING ROOM, 1400 EAST ASH STREET, GLOBE, ARIZONA. ONE OR MORE BOARD MEMBERS MAY PARTICIPATE IN THE MEETING BY TELEPHONE CONFERENCE CALL OR BY INTERACTIVE TELEVISION VIDEO (ITV).  THE MEETING IS ALSO TELEVISED TO THE GILA COUNTY COMPLEX, BOARD OF SUPERVISORS' CONFERENCE ROOM, 610 E. HIGHWAY 260, PAYSON, ARIZONA. 

NOTE:  Per the most recent guidelines from the federal government that no more than 10 people should be gathered in a room at the same time, no residents will be allowed in the Board of Supervisors' hearing room at the Globe Courthouse or at the County Complex, Board of Supervisors' conference room in Payson.

B.   Information/Discussion/Action to authorize the Sheriff's Office electronic submission of a FFY 2021 Speed Enforcement Overtime Grant Application in the amount of $28,140 submitted to the Arizona Governor's Office of Highway Safety; adopt Resolution No. 20-04-01; and authorize the Chairman's signature on the Resolution Certification of which the Resolution and Resolution Certification are a component of the Grant Application. C.   Information/Discussion/Action to authorize the Sheriff's Office electronic submission of a FFY 2021 DUI/Impaired Driving Enforcement Overtime Grant Application in the amount of $56,283 submitted to the Arizona Governor's Office of Highway Safety. (Mike Johnson) Authorized
 
D.   Information/Discussion/Action to authorize the Sheriff's Office electronic submission of a FY2021 Drug, Gang and Violent Crime Control Grant Application in the amount $900,533 submitted to the Arizona Criminal Justice Commission to renew grant funding that will be used for the salaries and benefits of the Gila County Sheriff's Office Drug, Gang and Violent Crimes Task Force. E.   Information/Discussion/Action to approve Funding Agreement No. 518-20 between the Arizona Department Housing and the Gila County Community Services Department to receive $5,000 of Continuum of Care (COC) Planning Funds to be used through December 31, 2020, whereby the Gila County Community Services Department will act as the lead Gila County COC and will be responsible for activities, discussions, and meetings directed at ending homelessness. (Malissa Buzan) Approved
 
F.   Information/Discussion/Action to adopt Proclamation No. 2020-02 proclaiming April 2020 as National County Government Month in Gila County with this year's theme of "Counties Matter" and to encourage all County officials, employees, schools and residents to participate in Gila County government month activities. (James Menlove) Adopted
 
G.   Information/Discussion/Action to adopt Resolution No. 20-04-02 accepting W. Round Tree Trail from the intersection of Forest Road 130 (Dutchman Trail) and Mule Track Road from the intersection with W. Round Tree Trail to the south boundary of that property shown as parcel 305-02-002J in Young, Arizona, upon the terms and conditions set forth in Gila County Policy No. PWS-001 and authorizing the execution of the Primitive Road Easement. H.   Information/Discussion/Action to adopt Resolution No. 20-04-03 accepting drainage easements from Joel P. and Judy K. Rice; Stu R. and Stacy Y. Wilbur; Charles T. Davis, Jr. and Nancy Lynn Burritt as Co-Trustees of Trust B created under the C. Truman Davis and Jean E. Davis Revocable Trust Agreement dated December 22, 1993; and Jeff Jerome and Linda Brasham Jacobs. (Steve Sanders) Adopted
 
I.   Information/Discussion/Action to adopt Resolution No. 20-04-04 accepting South Forest Service Road 202 across parcel numbers 305-39-004A and 305-39-003A east of Young, Arizona, to be established as a primitive road and authorizing the execution of the Primitive Road Easement. (Steve Sanders) Adopted
 
J.   Information/Discussion/Action to direct staff to contact the Tonto National Forest Program Manager and request that Forest Road 202A, a portion of Forest Road 202, and a portion of Forest Road 54 be added to the Cooperative Forest Road Agreement. (Steve Sanders) Directed Staff
 
K.   Information/Discussion/Action to approve the use of Pinal County’s Review of Qualifications (ROQ)-175923 Job Order Contract for asphalt maintenance and repair services with Cactus Asphalt in accordance with the ROQ Statement of Work and further outlined in Cactus Asphalt's proposal for an amount of $401,406 in accordance with the S.A.V.E. cooperative purchasing agreement. L.   Information/Discussion/Action to accept or reject a Citizens' Petition to begin the process to establish W. Turner Hill Road from the intersection of SR 288 to the west boundary of parcel 305-26-002D as a primitive road. (Steve Sanders) Accepted
 
M.   Information/Discussion/Action to direct staff to submit a Federal Land Access Program (FLAP) grant application for a paving project on the Young Road with a 5.7% local matching contribution. (Steve Sanders) Directed Staff
 
N.   Information/Discussion/Action to approve Professional Services Contract No. 031020 with Kimley-Horn and Associates, Inc. for the Environmental Assessment update for the Tonto Creek Bridge in an amount not to exceed $165,848; and authorize the Chairman's signature on the award contract. (Steve Sanders) Approved
 
O.   Information/Discussion/Action to approve the Intergovernmental Agreement between the Town of Payson and Gila County to fund the design and construction cost of the proposed storm drainage project not to exceed $500,000 for Gila County. (Homero Vela) Approved
 
P.   Information/Discussion/Action to approve Funding Agreement No. 530-20 between the Arizona Department Housing and the Gila County Community Services Department, Community Action Program, to receive $100,000 of State Housing Trust Fund (HTF) - Rental/Eviction Prevention Program Funds to be used through December 31, 2020, whereby the Gila County Community Services Department will assist eligible Gila County residents with eviction prevention rent. A.   Approval of revised Public Works Department Policy “Employee Attendance” to make changes and additions to the verbiage; to change the format of the policy; and change the policy number from DPW 02-12 to PWS-009. Approved
 
B.   Approval of the Board of Supervisors' March 24, 2020 (Regular), March 24, 2020 (Special), and March 31, 2020 (Work Session) meeting minutes. Approved
 
C.   Acknowledgment of the February 2020 monthly activity report submitted by the Clerk of the Superior Court's Office. Acknowledged
 
D.   Acknowledgment of the February 2020 monthly activity report submitted by Globe Regional Constable's Office. Acknowledged

5.   CALL TO THE PUBLIC:   A call to the public is held for public benefit to allow individuals to address the Board of Supervisors on any issue within the jurisdiction of the Board of Supervisors. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(H), at the conclusion of an open call to the public, individual members of the Board of Supervisors may respond to criticism made by those who have addressed the Board, may ask staff to review a matter or may ask that a matter be put on a future agenda for further discussion and decision at a future date.
