Adopt Resolution No. 23-03-02 in support of a gaming grant application submitted by Pine-Strawberry Fire District to the Gila River Indian Community.
Background Information
The passage of Proposition 202 by the voters of Arizona in November 2002 set the stage for new gaming compacts between the State and the respective tribes. An important provision of Proposition 202 was the sharing of gaming revenues with the State. A portion of the revenue to be shared can be retained by a tribe and distributed itself. Specifically, Proposition 202 states: "The Tribe shall make twelve percent (12%) of its total annual contribution under Section 12(B) in either or both of the following forms: Distributions to cities, towns, or counties for government services that benefit the general public, including public safety, mitigation of the impacts of gaming, or promotion of commerce and economic development. Deposits to the Commerce and Economic Development Commission Local Communities Fund established by A.R.S. Section 41-1505.12." The Gila River Indian Community has opted for option one (above) and therefore distributes these "12 percent" funds directly to cities, towns, or counties through our State Shared Revenue Grants Program. Since the law requires that all funds be distributed to cities, towns, and counties, the other potential grantees are required to cooperate with either a city, town, or county entity to receive any grant funding and act as a pass-through for the other agencies. This process is used throughout Arizona with Tribal Governments that choose to directly distribute a portion of their gaming funds. Cities, towns, and counties are asked to provide resolutions accepting these grants and acting as pass-through agencies for non-municipal entities that are successful grant recipients. According to the grant application, a resolution from a county or municipality is required stating proof of support and sponsorship and that the county or municipality will act as a pass-through agency for the grant funds.

The Pine-Strawberry Fire District has applied to the Gila River Indian Community for $37,148.74 to purchase two Automated Cardio Pulmonary Resuscitation devices. The purpose of this project is to provide automated cardiopulmonary resuscitation (CPR) devices to both of Pine-Strawberry's front-line ambulances. Due to staffing levels and the remoteness of the areas covered, there is often not enough personnel l to provide all of the life-saving interventions during a cardiac arrest. These devices will be used to automatically perform high-quality CPR, freeing up a provider to perform other life-saving interventions, such as medication administration, airway management, or electrical therapy. The objective of this project is to have one of these devices on both of the district front-line ambulances. Having these devices on both ambulances will ensure that all victims of cardiac arrest in the Pine Strawberry Fire District will receive high-quality CPR and all of the needed life-saving interventions for their situation. If funded, the district will obtain training from the vendor and all members will be required to complete the required training. All training will be documented on district logs and once all members have been trained, the devices will be put into service on both front-line ambulances.
Evaluation
If grant funds are awarded, Pine-Strawberry Fire District will purchase two Automatic Cardio Pulmonary Resuscitation (CPR) devices to help provide uninterrupted high-quality chest compressions and eliminate rescue fatigue.
Conclusion
This project will help extend the manpower needed for the Pine Strawberry Fire District. Using this device during cardiopulmonary resuscitation will free an additional member of the team to provide other life-saving care. This will also provide for no stops in CPR to change personnel performing compressions, ensuring high-quality CPR is continually provided.
Recommendation
Staff recommends that the Board of Supervisors adopt Resolution No. 23-03-02.
Suggested Motion
Information/Discussion/Action to adopt Resolution No. 23-03-02 in support of a grant application in the amount of $37,148.74 that is being submitted to the Gila River Indian Community by the Pine-Strawberry Fire District (PSFD); authorizing Gila County to act as the fiscal agent for the PSFD; and agreeing to accept funding from the Gila River Indian Community on behalf of the PSFD.
