Request/Subject
Adopt Resolution No. 23-03-01 designating the County Manager as an agent to the appropriated Pleasant Valley Veteran's Retreat projects.
Background Information
On July 27, 2021, Gila County and the U.S. Department of Agriculture Forest Service, Tonto National Forest, entered into a long-term special use permit for the County to take possession of the Pleasant Valley Admin Site to provide programs, services, and a retreat of U.S. Veterans. The long-term special use permit is in effect for the period December 31, 2020, through December 31, 2040.

On September 6, 2023, the Board of Supervisors approved the partial allocation of the American Rescue Plan Act and appropriated $1,000,000 towards projects at the Pleasant Valley Veteran’s Retreat and instructed staff to move forward with project implementations.

On February 28, 2023, the Board of Supervisors held a Work Session and determined that the work being done at the Pleasant Valley Veteran's Retreat needed to be expedited. It was discussed that the County Manager may sign agreements for the appropriated projects and have a signing authority of up to $100,000.
 
Evaluation
The Board of Supervisors has the power to make such contracts and purchases and hold such personal property as may be necessary to the exercise of the Board’s powers under A.R.S. §11-201 and those powers may be exercised by agents of the Board of Supervisors. 

Adoption of Resolution No. 23-03-01 will provide the County Manager with the authority to sign contracts of $100,000 or less, subject to the Board's approval, for the appropriated Pleasant Valley Veteran's Retreat projects to keep the project on track and moving forward with contractors. The agreements should be approved as to form before the agreements are signed by the County Manager.
Conclusion
Adoption of Resolution No. 23-03-01 will provide the County Manager with the authority to sign contracts of $100,000 or less, subject to the Board's approval, for the appropriated Pleasant Valley Veteran's Retreat projects to keep the project on track and moving forward with contractors.
Recommendation
County Staff recommends the Board of Supervisors adopt Resolution No. 23-03-01 to authorize the County Manager to sign agreements of $100,000 or less, subject to the Board's approval, for the appropriated Pleasant Valley Veteran's Retreat projects.
