| Contract Award in Response to Invitation for Bids No. 012523 - Russell Gulch Landfill Scales and Installation |
| Background Information |
The Russell Gulch Landfill in Globe is undergoing a cell expansion due to be complete by May 16, 2023. According to Municipal Solid Waste (MSW) Master Facility Plan No. 04012200.03. Gila County is required to relocate the Scale House Operation Building and scales to the immediate entrance of the facility.
The current scale house and scale is approximately 500 feet past the entrance of the new cell 3A. The proximity of the existing scale is not a viable option for traffic flow.
On February 7, 2023, the Board of Supervisors approved the advertisement of Invitation for Bids No. 012523 and it was advertised in the Payson Roundup on February 7th and February 14th, also placed on the Gila County website and the Dodge Data Analytic website.
There were four Addendums sent out to the various websites and to a list of vendors in Arizona. The bids were due on February 21, 2023, and three were received. |
| Evaluation |
The three bids received were opened on February 21, 2023, beginning at 11:00 A.M. The three bids were evaluated in accordance with A.R.S. §41-2533, Competitive Sealed Bidding; Awards shall be made to the lowest responsible and responsive bidder whose bid conforms in all material respects to the requirement and criteria set forth in the Invitation for Bid.
The anticipation of construction completion is 48 days from the date of the Notice to Proceed. The plans include excavation, grading, scale foundations, ramps, two pier-type foundation scales, scale indicators, corrosive protection, and Arizona State Certification.
The date of substantial completion for the scales is hoped to be on or before May 16, 2023, when the cell and pond are complete. |
| Conclusion |
It is important that construction begin as soon as possible in the event there are unexpected delays due to weather or something else unforeseen. The Recycling and Landfill Management plans to have Russell Gulch Landfill Scales and Installation completed in conjunction with the completion of the new cell 3A expansion.
Soil tests should be available by March 21, 2023, to give to the contractor for earthwork that must be done. |
| Recommendation |
| The Public Works Department Director and the Recycling Landfill Manager recommend that the Board of Supervisors award a contract to Michelli Measurement Group, Inc. in response to Invitation for Bids No. 012523 for a bid amount of $253,513.17 and the scales cameras alternate of $12,377.40 and a 10% owner’s contingency of $26,589.06 for a total of $292,479.63. |
