Approval of Lease Use Agreement between Gila County and Pine Strawberry Fuel Reduction
Background Information
In 2005 the Gila County Board of Supervisors signed a lease agreement with the not-for-profit Pine Strawberry Horseman’s Association to use a portion of the Pine County Yard that included the horse arena, bleachers, and adjacent parking lot. This lease agreement was to provide the residents of Gila County with access to the horse arena including horse-related activities.

In January 2023, the Horseman’s Association contacted Gila County to terminate their lease agreement.

In January 2023, Pine Strawberry Fuel Reduction contacted Gila County requesting a lease for the property to maintain the current use of the arena, adjacent parking, barn, and bleachers for the use of horse owners and horse-related events as well as conduct additional education and fundraising events.
Evaluation
The Pine Strawberry Fuel Reduction (PSFR) would like to execute a lease with Gila County. The PSFR organization would like to maintain the current use of the arena, adjacent parking, barn, and bleachers for the use of horse owners and horse-related events.

PSFR will continue the use of the arena and adjacent areas for the benefit of horse owners and horse-related events.

PSFR will use the barn and adjacent area to support PSFR operations, community education, and fundraising events. PSFR operations include but are not limited to the storage of PSFR equipment/supplies used to support trail work, brush pit operations, community education, and associated PSFR work. These areas would also be used for fund-raising and education events including but not limited to the annual Pine Trail Run, Fire on the Mountain bike race, Firewise Days, community education, and other related events that support PSFR and the community. Funds raised would be used to support Trails work, Fuel Reduction projects, Community Education, and PSFR operations.
Conclusion
Gila County entering into a lease agreement with Pine Strawberry Fuel Reduction to use a portion of the Pine County Yard that included the horse arena, bleachers, and adjacent parking lot will provide a benefit to the residents of Gila County to participate in and enjoy horse related activities and other community events.
Recommendation
It is recommended that the Board of Supervisors approve the lease agreement between Gila County and the Pine Strawberry Fuel Reduction not-for-profit organization.
Suggested Motion
Information/Discussion/Action to approve a Lease Use Agreement between Gila County and the Pine Strawberry Fuel Reduction not-for-profit organization for a term of ten (10) years, from May 7, 2023, to May 22, 2033. (Michael O'Driscoll)
