PURSUANT TO A.R.S. § 38-431.01, THE GILA COUNTY BOARD OF SUPERVISORS WILL HOLD A MEETING AT THE GILA COUNTY COURTHOUSE, BOARD OF SUPERVISORS’ HEARING ROOM, 1400 EAST ASH STREET, GLOBE, ARIZONA. ONE OR MORE BOARD MEMBERS MAY PARTICIPATE IN THE MEETING BY TELEPHONE CONFERENCE CALL OR BY INTERACTIVE TELEVISION VIDEO (ITV).  THE MEETING IS ALSO TELEVISED TO THE GILA COUNTY TOMMIE CLINE MARTIN COMPLEX, BOARD OF SUPERVISORS' CONFERENCE ROOM, 707 S. COLCORD ROAD, PAYSON, ARIZONA.

Citizens may submit written comments related to the March 7th Regular Meeting agenda by no later than 5 p.m. on Monday, March 6th, by emailing the Chief Deputy Clerk of the Board at mhenderson@gilacountyaz.gov or calling 928-402-4390.  Citizens may also submit written comments during the meeting through YouTube.  Please include the meeting date, agenda item number, your name, and your residence address in the email.

A.   Public recognition of twenty-five employees through the County's Spotlight on Employees Program, as follows: Kenneth Satathite, Taylor Holland, Wayne Jones, Eddie Wisdom, Rick Hounshell, Ashley Boyse, Ralph Straub, Ross Camp, Wes Wilson, Steve Seaman, Mark Cline, Jamie Roberts, David LaForge, Mike Wicks, Ray Armington, Bryon Murray, Steve McFarland, Luke Delahaye, Kyle Lux, Kevin Jayich, Marlisa Lux, Kyle Scott, John Digman, Dan Gayle, and Ronnie Woolwine. 3.   PUBLIC HEARINGS:
 
A.   Information/Discussion/Action to consider a liquor license application (County No. LL-23-05) submitted by Amy S. Nations for a new Series 6 Bar License at the Creekside Steakhouse & Tavern located at 1520 E. Christopher Creek Loop, Payson; and issue a recommendation to the State Liquor Board on whether or not the State Liquor Board should grant or deny the license. (Samantha Trimble) Approved
 
4.   REGULAR AGENDA ITEMS:
 
A.   Information/Discussion/Action to certify the collection amounts for the Superior Court ($883,629.58), Payson Regional Justice Court ($561,965.16), and Globe Regional Justice Court ($509,035.34) for FY 2021-2022. (Maryn Belling) Certified
 
B.   Information/Discussion/Action to approve an agreement with Earthquest Plumbing and Pumping, LLC. for the wastewater repairs at the Pleasant Valley Veteran's Retreat Center and authorize the Chairman's signature for the expenditure of $162,558. (Maryn Belling) Approved
 
C.   Information/Discussion/Action to approve Amendment No. 2 to an Independent Contractor Agreement (Contract No. 07012022-23) between Arizona Community Action Association d/b/a Wildfire and the Gila County Community Services Department, Community Action Program, whereby Wildfire will administer APS (Arizona Public Service) funds in the amount of $48,900 from July 1, 2022, to June 30, 2023. D.   Information/Discussion/Action to approve Amendment No. 2 to Funding Agreement No. 213-22 between the Arizona Department of Housing and the Gila County Community Services Department, Housing Services, to provide low-income Home Energy Assistance Program funding for $350,701, to be used to provide weatherization services to eligible citizens residing in Gila County from July 1, 2022, to June 30, 2023, as presented. (Malissa Buzan) Approved
 
E.   Information/Discussion/Action to approve Funding Agreement No. 224-23 between the Arizona Department of Housing and the Gila County Community Services Department, Housing Services, to provide Department of Energy, Weatherization Assistance Program, Bipartisan Infrastructure law, funding in the amount of $372,706 that will be used to provide weatherization services to eligible citizens residing in Gila County for the period of July 1, 2022, to June 30, 2027, as presented. F.   Information/Discussion/Action to award a contract in response to Invitation to Bid 121922 - Trucking Solid Waste from the Russell Gulch Landfill to the Buckhead Mesa Landfill with a change in location to add the Republic Services in Apache Junction, to NorthStar Transport LLC for $1000 per load during the construction of the new cell and pond. (Homero Vela) Awarded
 
G.   Information/Discussion/Action to approve a Lease Use Agreement between Gila County and the Pine Strawberry Fuel Reduction not-for-profit organization for a term of ten (10) years, from May 7, 2023, to May 22, 2033. (Michael O'Driscoll) Tabled
 
H.   Information/Discussion/Action to approve the sale of Assessor's tax parcel numbers 206-06-195G, 206-10-078A, & 206-10-078B to Gila County for $1 for each parcel to be used for a public purpose related to transportation and or flood control pursuant to A.R.S. § 42-18303 (E); and authorize the Chairman's signature on the related Quit Claim Deeds. (Melissa Henderson) Approved
 
I.   Information/Discussion/Action to adopt Resolution No. 23-03-01 designating the County Manager as an agent to provide preliminary approval to sign agreements of $100,000 and under for the appropriated Pleasant Valley Veteran's Retreat projects. (James Menlove) Adopted
 
5.   CONSENT AGENDA ACTION ITEMS: (Any matter on the Consent Agenda will be removed from the Consent Agenda and discussed and voted upon as a regular agenda item upon the request of any member of the Board of Supervisors.)
 
A.   Approval to appoint Daniel Wile as a governing board member of the Northern Gila County Range Commission for a term of January 1, 2023, through December 31, 2026. Approved
 
B.   Acknowledgment of the January 2023 monthly activity report submitted by the Globe Regional Constable's Office. Acknowledged
 
C.   Acknowledgment of the January 2023 monthly activity report submitted by the Payson Regional Constable's Office. Acknowledged
 
D.   Acknowledgment of the January 2023 monthly activity report submitted by the Clerk of the Superior Court's Office. Acknowledged
 
E.   Acknowledgment for the January 2023 monthly activity report submitted by the Recorder's Office. Acknowledged
 
F.   Acknowledgment of the January 2023 monthly activity report submitted by the Payson Regional Justice of the Peace's Office. Acknowledged
 
6.   CALL TO THE PUBLIC: A call to the public is held for public benefit to allow individuals to address the Board of Supervisors on any issue within the jurisdiction of the Board of Supervisors. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute § 38-431.01(H), at the conclusion of an open call to the public, individual members of the Board of Supervisors may respond to criticism made by those who have addressed the Board, may ask staff to review a matter or may ask that a matter be put on a future agenda for further discussion and decision at a future date.
 
7.   At any time during this meeting pursuant to A.R.S. § 38-431.02(K), members of the Board of Supervisors and the County Manager may present a brief summary of current events.  No action may be taken on the information presented.
