Sealed bid for the purchase of Assessor's parcel number 206-06-035A.
Background Information
The subject property is a hillside directly to the side of parcel number 206-06-038A, which is owned by Lorenzo C. and Sherry L. Oropeza at 6015 S. Long Street, Claypool.  It does not have any ingress or egress. The total lien amount on this parcel is $567.34.

When the Treasurer posted the notice of the impending transfer of ownership of the subject property to the State of Arizona c/o Board of Supervisors, it was at that time that the Oropezas learned they did not own the property they previously purchased.

On July 31, 2019, the Gila County Treasurer deeded parcel number 206-06-035A to the State of Arizona c/o Board of Supervisors because the previous owner did not pay taxes on the subject property for 7 consecutive years. This parcel did not sell at the Board of Supervisors' December 3, 2021, annual auction. 

Mr. Oropeza recently met with the Clerk of the Board and he explained that he purchased the subject property in 2012 from the previous owner.  A mistake was made and neither the buyer or the seller recorded the Quit Claim Deed deeding the property to the Oropezas, so tax bills continued to go to the previous owner and were not paid. 
Evaluation
On March 3, 2021, Mr. Oropeza submitted a sealed bid to the Clerk of the Board for the Board of Supervisors to consider selling parcel number 206-06-035A for less than the lien amount. Mr. and Mrs. Oropeza own property that adjoins the subject property.  They purchased the subject property in 2012, but due to not recording the Quit Claim Deed, ownership of the property was not transferred to the Oropezas.   

Gila County Resolution No. 15-05-05 states, "WHEREAS, the Board of Supervisors may waive the requirement to sell the property for no less than the total lien amount if a condition warrants selling a parcel at a lesser price."

Mr. and Mrs. Oropeza would like the Board to consider their bid to purchase the property they previously purchased.
Conclusion
It would be advantageous for the Board of Supervisors to consider a bid that is less than the lien amount; whereby, if this property is sold, it will go back on the County's tax rolls and the Oropezas will once again own the property they purchased in 2012.
Recommendation
It is recommended that the Board of Supervisors consider the bid for the purchase of the subject property.
Suggested Motion
Information/Discussion/Action to consider a sealed bid for the purchase of Assessor's tax parcel number 206-06-035A and, if accepted, authorize the Chairman's signature on the Quit Claim Deed. (Marian Sheppard)
