Request/Subject
Sub-recipient Agreement between Gila County Community Services and GILA House, Inc., a local non-profit whose mission is transitional housing. This agreement is specific to a grant request that went before the Board of Supervisors on May 18, 2021.
Background Information
The primary mission of the Gila County Community Services Department is to administer, promote, and partner with local agencies, when possible, to help alleviate poverty. Due to the results of our needs assessment, one of our greatest needs is affordable housing.

On May 18, 2021, the Board of Supervisors authorized the Community Services Department to submit a CDBG-CV (Community Development Block Grant-Covid dollars) Emergency and Transitional Shelter Application to the Arizona Department of Housing (ADOH) for General Interim Living Assistance (GILA House) Inc.; a grant to provide transitional housing for our local area, and was tentatively granted $650,000 pending an extensive Environmental Review of property, and sub-recipient agreement with GILA House.  An additional requirement of ADOH was that a governmental entity must act as a pass through agency.  The Community Services Department will collaborate and distribute funding from the Community Development Block Grant- CV (CDBG-CV) for Emergency Shelter and Transitional Housing funding of $650,000 to GILA House, Inc., a local non-profit whose goal is to prevent homelessness, and assist victims of domestic violence, through transitional housing. GILA House, Inc. will purchase and administer a Multi-Family Transitional House located in  Globe, AZ 85501.

The original request involved rehabilitating an existing hotel property that GILA House already owns. One barrier to that project is that there is a portion of that property including a portion of one building that is in the flood plain, and it is prohibited to expend federal dollars on buildings in flood plains. GILA House will need to address this issue in the future with a clear survey and divesting of that portion of the property which is in the flood plain. Additionally, a more recent estimated cost for asbestos abatement was substantially higher than the original estimate. GILA House is planning on reaching for other grant funds to move the motel project along.
Evaluation
The Gila County Community Services Department will be an active partner with GILA House, Inc. to serve as a pass-through agency for the CDBG-CV (Community Development Blocked Grant, Covid for Emergency Shelter and Transitional Housing) funds for the term of the contract in the amount of $650,000 for the acquisition and maintaining a Multi-Family Transitional House located in Globe, AZ 85501. This property has been deemed suitable for the provision of the GILA House Multi-Family Transitional Housing Acquisition and Maintenance Project.
Conclusion
If the Gila County Board of Supervisors approves the Sub-recipient Agreement between Gila County and GILA House, Inc., Gila County Community Services will be an active partner with GILA House, Inc. and serve as a pass-through agency for the CDBG-CV grant in the amount of $650,000. This Agreement will help prevent homelessness and assist victims of domestic violence by providing transitional housing to the citizens of Gila County.
Recommendation
The Gila County Community Services Department Director recommends that the Board of Supervisors approve the Sub-recipient Agreement between Gila County and the GILA House, Inc. to be a pass-through agency for the CDBG-CV funding.
Suggested Motion
Information/Discussion/Action to approve a Sub-recipient Agreement for the Gila House Affordable Housing Project whereby the Gila County Community Services Department will be an active partner with GILA House, Inc. and the Community Services Department will serve as a pass-through entity for this 5-year funding in the amount of $650,000 that will be used to promote and provide transitional housing in Gila County.
