Contract Award in Response to Invitation for Bids (IFB) No. 111521-Buckhead Mesa Landfill West Pond Repair.

Background Information

At the January 4, 2022, Board of Supervisors' meeting, the Board authorized the advertisement of IFB No. 111521-Buckhead Mesa Landfill West Pond Repair.

The Recycling and Land Management Department (RLM) is asking for an award of the contract. Two bids were received by the due date of February 2, 2022. There were irregularities and missing items in both bids. A consultation with the County Attorney’s office ensued. The solution was to request that each company respond to the individual deficiencies in their bids and do so by a certain date and time. Only one company responded with all of the required information so the other company has been deemed unresponsive.

Evaluation

The Buckhead Mesa Landfill west pond is one of three leachate ponds in the landfill. Gila County must get it repaired. In order to install the liner, the ambient temperature cannot be below 40 degrees Fahrenheit.

Conclusion

Per the County Attorney’s Office and information received for bids, staff will request that the Board award a contract to InterMountain West Civil Constructors, Inc. to perform the pond lining work.

Recommendation

The Gila County Public Works Department Director and staff recommend the award of a contract for a pond leachate lining repair under Invitation for Bids No. 111521 to remain compliant with permit requirements.
