Approval to use City of Tucson OMNIA Contract No. 161534 with Empire Southwest to Purchase 2022 Caterpillar 938M Wheel Loader
Background Information
Buckhead Mesa Recycle Landfill Caterpillar Loader #I-006 is a 2009 928HZ Wheel Loader purchased in 2010 for $103,900. The machine has 12,444 hours at an average of 80 hours a month. The maintenance repair costs total $167,995 for the life-to-date. This machine may be auctioned off in FY2023 once we acquire another loader for the Russell Gulch Landfill. We would like to keep one extra loader on hand due to the nature of the landfill work and the costly downtime. This will have to be done by eliminating another piece of equipment so as not to increase the amount of the fleet.
Evaluation
The Loader I-006 has outlived its usefulness and Public Works is requesting a replacement using the OMNIA Contract 161534, a cooperative with the City of Tucson. The amount quoted through Empire Southwest is $279,591.79 and the amount is budgeted for this fiscal year. The previous Landfill Manager had programmed in two dozers specifically built for use at landfills. However, the need is far greater for loaders than for dozers.
Conclusion
Using the cooperative contract at this time will save Gila County from patching the old machine and spending more money. The new machine will have a warranty of 7 years or 7000 hours with 12 months of Empire Machinery travel coverage. Some components are excluded, but not the Powertrain, specific hydraulic system parts, and components. Hydraulic components are associated with steering and implement control.
Recommendation
The Public Works Department Director recommends that the Caterpillar I-006 2009 be replaced by a new 2022 Caterpillar 938M Wheel loader purchased using a cooperative discount OMNIA Contract #161534 City of Tucson price of $279,591.79 in this fiscal year.
