Amendment No. 002 to Funding Agreement No. 213-21 with the Arizona Department of Housing (ADOH) for the Weatherization Assistance Program.
Background Information
The primary mission of the Gila County Community Services Department, Housing Services, Weatherization Program is to reduce the fuel or electricity expense for space heating, space cooling, and water heating for income-eligible households while improving health and safety of the dwelling's occupants. The Weatherization Program enables income-eligible families to reduce their energy bills by making their homes more energy-efficient.

The Funding Agreement 213-21 was approved by the Board of Supervisors on June 1, 2021, for Fiscal Year 2022
Evaluation
Amendment No. 002 to Funding Agreement No. 213-21 will change the Scope of Work for the agreement to reflect an increase to the Low-Income Home Energy Assistance Program (LIHEAP) and the Low-Income Home Energy Assistance Program American Rescue Plan (LIHEAP ARP) average per unit investment limits. The average per-unit investment over the Program Year 2021 (July 1, 2021, to September 30, 2021) was $10,000, and the amendment increases to $20,000 for the periodOctober 1, 2021, to June 30, 2022. Required completed units are revised to 3. LIHEAP ARP required completed units are revised to 17. The original Funding Agreement will provide $168,230 of the Department of Energy Weatherization Assistance Program for Low-Income Persons (DOE WAP) funding and $45,339 of the Low-Income Home Energy Assistance Program Weatherization Assistance Program (LIHEAP WAP) funding will remain the same.
Conclusion
If the Board of Supervisors approves this Amendment No. 002 to Funding Agreement 213-21, the Gila County Community Services Department, Housing Services, will receive funding to provide weatherization services to eligible citizens residing in Gila County.
Recommendation
The Community Services Department Director recommends that the Board of Supervisors approve this amendment in order for the Gila County Community Services Department, Housing Services, to provide weatherization services to eligible citizens residing in Gila County.
Suggested Motion
Approval of Amendment No. 002 to Funding Agreement No. 213-21 between the Arizona Department of Housing and the Gila County Community Services Department, Housing Services, to change the Scope of Work increasing the Low-Income Home Energy Assistant Program average per unit investment to $20,000 for the period October 1, 2021, to June 30, 2022, and to make other minor changes.
