Contract Award in Response to Request for Proposals No. 10042021-Copper Corridor Blight Busters Coalition Assessment Grant Consultant.
Background Information
On November 2, 2021, the Board of Supervisors authorized the advertisement of Request for Proposals (RFP) No. 10042021-Copper Corridor Blight Busters Coalition Assessment Grant Consultant. Gila County will contract to provide overall project oversight, develop a Quality Assurance Project Plan and a Health and Safety Plan to be submitted to the EPA (Environmental Protection Agency) for approval. Field sampling will commence on more than 30 structures identified as priorities for assessment and redevelopment in the Copper Corridor of Superior, Hayden, Miami, and Globe. The consultant will also create 30 site-specific field sampling plans, 36 Phase I Environmental Site Assessment (ESA), 8 Phase II ESA, 28 Comprehensive Asbestos Surveys, and 10 cleanup plans, as well as other tasks related to the grant scope of work.
Evaluation
On December 17, 2021, the Gila County Finance Department received three proposals from qualified technical consultants in response to RFP 10042021.  All three proposals were responsive and evaluated. The review panel identified one firm that provided its staff’s in-depth experience and illustrated its knowledge and working relationships with local businesses and projects. The review panel believes Atlas Technical Consultants is best suited to provide a Quality Assurance Project Plan, Brownfields Assessments (Phase I and Phase II ESAs), Asbestos Surveys, clean-up plans, and a comprehensive Brownfields and Blighted Property Redevelopment Plan for the Copper Corridor in Pinal and Gila counties that stretch from Superior to Hayden, Kearny, Mammoth, Winkelman, Miami, and Globe, as well as the nearby unincorporated areas.
Conclusion
The review panel believes that Atlas Technical Consultants is the most qualified consultant agency to provide Brownfields Assessment services to the Gila County and the Copper Corridor Blight Busters Coalition. This contract is for a period of three years and not to exceed the amount of $480,000, exclusive of pre-approved expenses without the prior written approval of the Board of Supervisors.
Recommendation
It is the recommendation of the review panel to award Professional Services Contract No. 10042021 to Atlas Technical Consultants in a not to exceed amount of $480,000 for a period of three years.
Suggested Motion
Information/Discussion/Action to review all responsive bids submitted for Request for Proposals No. 10042021-Copper Corridor Blight Busters Coalition Assessment Grant Consultant; award to the firm identified as the best consultant to assess the Copper Corridor’s blighted properties, and authorize the Chairman’s signature on Contract No. 10042021. (Aimee Staten)
