Gila County Administrative Plan for the Housing Choice Voucher Program
Background Information
The Housing Choice Voucher Program is the federal government's major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market.  Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, townhouses and apartments.  The Participant is free to choose any housing that meets the requirements of the program and is not limited to units located in subsidized housing projects.  Housing Choice Vouchers are administered locally by public housing agencies (PHAs)  The PHAs receive federal funds from the U.S. Department of Housing and Urban Development (HUD) to administer the voucher program.  Gila County Housing has participated in Section 8 Housing for the past 21 years.
Evaluation
A Public Housing Agency (PHA) is a governmental or public body, created and authorized by state law to develop and operate housing and housing programs for low-income families.  The PHA enters into an Annual Contributions Contract with HUD to administer the program requirements on behalf of HUD.  The PHA must ensure compliance with Federal laws, regulations and notices and must establish policy and procedures to clarify federal requirements and to ensure consistency in program operation.

The Administrative Plan for the Housing Choice Voucher Program is reviewed annually by the local PHA and, if necessary, updated to adhere to any changes that have occurred.

In order to be in compliance with HUD regulations, Gila County PHA has updated its Administrative Plan for the Housing Choice Voucher Program. 
Conclusion
By the Board of Supervisors approving the Administrative Plan for the Housing Choice Voucher Program, Gila County PHA will be in compliance with HUD requirements.
Recommendation
The Community Services Division Director recommends that the Board of Supervisors approve the Administrative Plan for the Housing Choice Voucher Program.
Suggested Motion
Approval of the Gila County Administrative Plan for the Housing Choice Voucher Program as required by the U.S. Department of Housing and Urban Development effective February 25, 2015, through, June 30, 2015, at which time the Plan will be reviewed and updated if deemed necessary by the Public Housing Authority.
