2015 Arizona State Homeland Security Grant Program (SHSGP) Application
Background Information
SHSGP supports the implementation of risk driven, capabilities-based State Homeland Security trainings and exercises to address capability targets set in Urban Area, State, and regional Threat and Hazard Identification and Risk Assessments (THIRAs). The training and exercise targets are established during the THIRA process, and assessed in the State Preparedness Report (SPR) and inform planning, training, and exercise needs to prevent, protect against, mitigate, respond to, and recover from acts of terrorism and other catastrophic events.

The SGSGP funding is ~$330,000 for the Eastern Region (Pinal, Gila, Graham, and Greenlee).  This grant application is a joint effort with our regional partners to acquire funds to assist with trainings and exercises to improve the capabilities and readiness of the Eastern Region.  The Eastern Region will be applying for $58,000 and $38,000 is to be used to fund the development of a Multi-Year Training and Exercise Plan (MYTEP) for the Eastern Region.  The remaining $20,000 will be used to support NIMS compliant trainings for Eastern Region first responders.
Evaluation
The SHSGP is a core assistance program that provides funds to build capabilities at the local level to rapidly recover from incidents, both natural and man-made, as well as to implement training and exercise goals and objectives included in State Homeland Security strategies and initiatives State Preparedness Report (SPR).

The deadline to electronically submit this grant application was March 2, 2015, no later than 5:00 p.m. (Arizona time); therefore,  the application was submitted to the State of Arizona Department of Homeland Security before the Board of Supervisors was able to authorize its submission.
Conclusion
The electronic submission of this grant application will allow Gila County Emergency Services to continue providing training and exercise opportunities offered by the Arizona Department of Emergency Management and Military Affairs for the community and County first responders (fire, police, schools, CERT, etc.).

On or before September 2015, grant awards will be made to local jurisdictions and state agencies.  If grant funds are awarded to Gila County, a request will be presented to the Board of Supervisors to accept the grant award.
Recommendation
It is the recommendation of the Health & Emergency Services Division Director that the Board of Supervisors approve Gila County's joint application with the Eastern Region for the Federal FY 2015 Arizona State Homeland Security Grant Program (SHSGP) in the amount of $58,000 for Federal FY15 through Federal FY 2016.

Information/Discussion/Action to approve the Health and Emergency Services Division's electronic submission of a 2015 Arizona State Homeland Security Grant Program Application in the amount of $58,000 to the State of Arizona Department of Homeland Security on behalf of the Eastern Region (Pinal, Gila, Graham, and Greenlee Counties) which, if approved, will enable the Eastern Region to develop a multi-year training plan as well as support National Incident Management System compliant training for first responders.  (Michael O'Driscoll)
