Spillman Technologies, Inc. - Quote and Purchase Addendum for the purchase of various software modules.
Background Information
On October 5, 1999, the Gila County Board of Supervisors approved a Computer Software Support Agreement and a Computer Software License Agreement with Spillman Technologies, Inc.  Per the terms of the agreements, in addition to covering software support, the agreements also cover purchases.  The agreement renews automatically for successive periods of one year unless terminated.  Spillman Technologies, Inc. provides comprehensive public safety software for police departments, sheriff's offices, communication centers, fire departments, and correctional facilities nationwide.  They specialize in integrated CAD, RMS, Mobile Data & Field Report, Mapping & GIS, Crime Analysis and CompState, JMS, Fire, Data Sharing and Personnel & Resources software.  As the software is updated and upgraded periodically, other modules that had not previously been purchased by the Gila County Sheriff's Office would now be an appropriate purchase to interface with existing Spillman Technologies, Inc. modules utilized by the Sheriff's Office.
Evaluation
The Sheriff's Office received Quote No. QUO-06470-W1S2B7 on January 21, 2015, from Spillman Technologies, Inc. to purchase an Equipment Maintenance Module, Spillman Imaging, and Spillman E9-1-1 Interface for the purchase price, including sales tax of $59,113.  This price includes one onsite training trip and one onsite installation trip for the E9-1-1 Interface.  All upgrades and live phone support services are included in this price for the first year.  Future maintenance charges not included in the purchase price of $59,113 are estimated for the second year at $5,323.  These modules are compatible with the Sheriff's Office existing Spillman software, which is currently being used for dispatch, records management, jail, patrol and civil service. 

The equipment module will be utilized to replace the current Traker software which is used to track items assigned to employees of the Gila County Sheriff’s Office.  The current Traker software has been failing which is causing the Sheriff's Office to lose valuable information stored in the Traker software.  The Spillman Equipment module will replace the Traker software and store the inventory information on the existing Spillman Technologies, Inc. server.
 
The imaging module will be utilized by the detention staff and patrol deputies.  The imaging module will take booking photographs of persons booked into the Globe and Payson detention facilities.  These photographs will be uploaded to the Spillman software and attached to each person’s name record in the software.  The photographs will be stored on the existing Spillman Technologies, Inc. server.  Patrol deputies will be able to retrieve these photographs from the Spillman server in the field and be able to quickly identify persons by their name and booking photographs.  Detention staff will also benefit from the imaging module by identifying persons brought into County detention facilities by comparing these booking photographs to prior booking photographs.
 
The E9-1-1 Interface module will be utilized by the Globe and Payson Communications Centers by quickly importing location information from the 9-1-1 systems directly into the Spillman Computer Aided Dispatch (CAD) software.  This will allow dispatchers to enter calls into CAD quickly and more efficiently allowing dispatchers to dispatch the required law enforcement, fire and medical personnel in a more timely manner.  This will benefit the public by providing a quicker response times in emergency situations.
Conclusion
The Gila County Sheriff’s Office continues to purchase and upgrade the Spillman software to provide the best possible service and safety for the deputies and citizens in Gila County.  This purchase has been included in the Sheriff's Office FY 2015-2016 budget.
Recommendation
It is the recommendation of Sheriff J. Adam Shepherd that the Board of Supervisors approve the Quote and Purchase Addendum between the Gila County Sheriff's Office and Spillman Technologies, Inc. to allow for the purchase of an Equipment Maintenance Module ($15,895), Spillman Imaging ($14,130), Spillman E9-1-1 Interface ($25,286) plus Arizona sales tax ($3,802) for a total cost of $59,113 in order to update Spillman software that is utilized by the Sheriff's Office.  The total cost also includes one onsite training trip and one onsite installation for the E9-1-1 Interface.  This purchase has been included in the Sheriff's Office FY 2015-2016 budget.
 
Suggested Motion
Information/Discussion/Action to approve a Quote and Purchase Addendum (Quote No. QUO-06470-W1S2B7) with Spillman Technologies, Inc. in the amount of $59,113 for the purchase of an Equipment Maintenance Module, Spillman Imaging, and Spillman E9-1-1 Interface in order to update the Spillman software at the Sheriff's Office.   (Sarah White)
