PURSUANT TO A.R.S. §38-431.01, THE GILA COUNTY BOARD OF SUPERVISORS WILL HOLD AN OPEN MEETING IN THE SUPERVISORS’ AUDITORIUM, 1400 EAST ASH STREET, GLOBE, ARIZONA. ONE OR MORE BOARD MEMBERS MAY PARTICIPATE IN THE MEETING BY TELEPHONE CONFERENCE CALL OR BY INTERACTIVE TELEVISION VIDEO (ITV). A.   Information/Discussion/Action to authorize the Community Services Division's submission of a State Housing Fund Application for Owner Occupied Housing Rehabilitation Programs to the Arizona Department of Housing in the amount of $275,000 to be utilized for housing rehabilitation for fiscal year 2015, and to adopt related Resolution No. 15-03-01, which is included as part of the application. B.   Information/Discussion/Action to authorize the Community Services Division's submission of a Community Investment Fund Grant Application in the amount of $20,000 to Freeport-McMoRan which, if approved, will be used to provide minor home repairs to eligible citizens residing in Globe, Miami, and Claypool during the period of July 1, 2015, through June 30, 2016. (Malissa Buzan) Authorized
 
C.   Information/Discussion/Action to approve Service Agreement No. 021915-1 between Gila County and Rodriguez Constructions, Inc. for Major Rehabilitation Project No. HH#6510, whereby Rodriguez Constructions, Inc. will provide housing rehabilitation services to a single family household unit located in Payson for a fee of $63,102.59, with all work to be completed by June 30, 2015. D.   Information/Discussion/Action to approve Service Agreement No. 021915-2 between Gila County and Rodriguez Constructions, Inc. for Major Rehabilitation Project No. HH#10054, whereby Rodriguez Constructions, Inc. will provide housing rehabilitation services to a single family household unit located in Globe for a fee of $63,770.00, with all work to be completed by June 30, 2015. E.   Information/Discussion/Action to approve Service Agreement No. 022415-1 between Gila County and Rodriguez Constructions, Inc. for Major Rehabilitation Project No. HH#3140, whereby Rodriguez Constructions, Inc. will provide housing rehabilitation services to a single family household unit located in Globe for a fee of $56,225.00, with all work to be completed by June 30, 2015. F.   Information/Discussion/Action to authorize the advertisement of Request for Proposals No. 110514 to provide janitorial services at various County facilities located in southern Gila County. (Jeff Hessenius and Steve Stratton) Authorized
 
G.   Information/Discussion/Action to approve a Quote and Purchase Addendum (Quote No. QUO-06470-W1S2B7) with Spillman Technologies, Inc. in the amount of $59,113 for the purchase of an Equipment Maintenance Module, Spillman Imaging, and Spillman E9-1-1 Interface in order to update the Spillman software at the Sheriff's Office. H.   Information/Discussion/Action to approve the Health and Emergency Services Division's electronic submission of a 2015 Arizona State Homeland Security Grant Program Application in the amount of $58,000 to the State of Arizona Department of Homeland Security on behalf of the Eastern Region (Pinal, Gila, Graham, and Greenlee Counties) which, if approved, will enable the Eastern Region to develop a multi-year training plan as well as support National Incident Management System compliant training for first responders. I.   Information/Discussion/Action to authorize the Clerk of the Board to remove Assessor's tax parcel numbers 102-15-002C, 301-26-044B, 207-15-033 and 207-15-034 from the upcoming Board of Supervisors' Property Tax Sale/Auction advertisement; authorize the sale of parcel numbers 102-15-002C and 301-26-044B to Gila County for $1 each and the sale of parcel numbers 207-15-033 and 207-15-034 to the City of Globe for $1 each, so that all four parcels can be used for a public purpose for transportation or flood control; and authorize the Chairman's signature on the Quit Claim Deeds. J.   Information/Discussion/Action to consider a sealed bid for the purchase of Assessor's tax parcel number 101-07-227 located in Hayden, which has been deeded to the State of Arizona in care of the Board of Supervisors.

3.   CONSENT AGENDA ACTION ITEMS:  (Any matter on the Consent Agenda will be removed from the Consent Agenda and discussed and voted upon as a regular agenda item upon the request of any member of the Board of Supervisors.)
 
A.   Approve the reappointment of Judge Gary V. Scales as Judge Pro Tempore for the Superior Court in Gila County for the period of July 1, 2015, until June 30, 2016. Approved
 
B.   Approval of Amendment No. 2 to an Intergovernmental Agreement (Contract No. ADHS14-063025) with the Arizona Department of Health Services in the amount of $47,968.56 to provide workforce development infrastructure to the Gila County Health and Emergency Services Division to prepare for national accreditation for the period of October 1, 2014, through September 30, 2015. Approved
 
C.   Approval of Amendment No. 1 to Population Health Policy Initiative Intergovernmental Agreement (Contract No. ADHS12-021335) between the Arizona Department of Health Services and Gila County Health and Emergency Services Division in the amount of $54,685.00 to extend the contract through June 30, 2015, and to make some other minor changes. Approved
 
D.   Approval of Amendment No. 1 to a Funding Agreement between the Arizona Department of Housing and Gila County (Division of Community Services, Housing Services) for Owner Occupied Housing Rehabilitation (Contract No. 309-13) to extend the contract through July 15, 2015. Approved
 
E.   Approval of Amendment No. 5 to Contract No. Gila 10102 between Gila County and Central Arizona Governments for Program Year 2014 to add carryover funds to provide Workforce Investment Act Adult Services in the amount of $421,124.21, bringing the total contract amount to $1,207,345.21, and to extend the contract through June 30, 2015. Approved
 
F.   Approval of Amendment No. 5 to Contract No. Gila 10101 between Gila County and Central Arizona College for Program Year 2014, to add carryover funds in the amount of $363,283 bringing the total contract amount to $1,121,611, and to extend the contract through June 30, 2015. Approved
 
G.   Approval of the Gila County Administrative Plan for the Housing Choice Voucher Program as required by the U.S. Department of Housing and Urban Development effective February 25, 2015, through, June 30, 2015, at which time the Plan will be reviewed and updated if deemed necessary by the Public Housing Authority. Approved
 
H.   Approval of an application submitted by Thomas Edward Coons to acquire control of a liquor license (No. 12043089) that is in operation at Maverick Smoked BBQ Steaks & Seafood located in Pine. Approved
 
I.   Acknowledgment of the February 2015 monthly activity report submitted by the Globe Regional Constable's Office. Acknowledged
 
J.   Approval of the February 3, 2015, and February 17, 2015, Board of Supervisors' meeting minutes. Approved
 
K.   Acknowledgment of contracts under $50,000 which have been approved by the County Manager for the weeks of February 16, 2015, to February 20, 2015; and February 23, 2015 to February 27, 2015. Acknowledged
 
L.   Approval of finance reports/demands/transfers for the weeks of March 10, 2015, and March 17, 2015. Approved
 
4.   CALL TO THE PUBLIC:  Call to the Public is held for public benefit to allow individuals to address the Board of Supervisors on any issue within the jurisdiction of the Board of Supervisors. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(H), at the conclusion of an open call to the public, individual members of the Board of Supervisors may respond to criticism made by those who have addressed the Board, may ask staff to review a matter or may ask that a matter be put on a future agenda for further discussion and decision at a future date. 5.   At any time during this meeting pursuant to A.R.S. §38-431.02(K), members of the Board of Supervisors and the County Manager may present a brief summary of current events. No action may be taken on issues presented.
