Contract award in response to Invitation for Bids No. 121822 - Chip and Truck Green Waste from Russell Gulch Landfill (RGLF)

Background Information

Beginning July 2021 to the present, the Russell Gulch Landfill in Globe, AZ received 5,300 tons of green waste that is stockpiled onsite. 2,399 tons of the stockpiled green waste is a result of flood debris that occurred in the stormwater runoffs of July 2021. Landfill staff purchased a green waste chipper to chip the green waste on site, reuse it for landscaping, recycle it for compost, or send it to biomass. Covid supply chain issues delayed the delivery of the chipper which arrived in late September 2022. Landfill staff has been chipping 10 tons of green waste per day as staffing permits since receiving the chipper.

In order to create room for the 290,000 C.Y. of excavation material the green waste must be removed. The excavated material will be the direct result of constructing the new cell and pond.

Evaluation

The Board approved the Advertisement of the bid on January 3, 2023, and it was advertised in the Payson Roundup twice and put on the Dodge Data website and Gila County website. Gila County received 2 bids for this formal solicitation from Chippin-In LLC and CTS Civil LLC. The bids were per load and the minimum truckload allowed is 20 Tons weighed on the scale.

Conclusion

After the bid evaluation, it was determined that the Chippin-In LLC bid had the lowest price. CTS Civil LLC had the correct information but was substantially higher.

Recommendation

The Recycling and Landfill Staff recommends the Board award the contract in response to Invitation for Bids No. 121822 for the chipping and removal of green waste from Russell Gulch landfill to Chippin-In LLC for a not to exceed the amount of $200,000 at $650 per load.

Information/Discussion/Action to award a contract in response to Invitation for Bids No. 121822 - Chip and Truck Green Waste from the Russell Gulch Landfill to the most qualified and responsive bidder, Chippin-In LLC in a not to exceed the amount of $200,000 at $650 per load through May 2023.
