PURSUANT TO A.R.S. § 38-431.01, THE GILA COUNTY BOARD OF SUPERVISORS WILL HOLD A MEETING AT THE GILA COUNTY COURTHOUSE, BOARD OF SUPERVISORS’ HEARING ROOM, 1400 EAST ASH STREET, GLOBE, ARIZONA. ONE OR MORE BOARD MEMBERS MAY PARTICIPATE IN THE MEETING BY TELEPHONE CONFERENCE CALL OR BY INTERACTIVE TELEVISION VIDEO (ITV).  THE MEETING IS ALSO TELEVISED TO THE GILA COUNTY TOMMIE CLINE MARTIN COMPLEX, BOARD OF SUPERVISORS' CONFERENCE ROOM, 707 S. COLCORD ROAD, PAYSON, ARIZONA.

Citizens may submit written comments related to the February 7th Regular Meeting agenda by no later than 5 p.m. on Monday, February 6th, by emailing to the Chief Deputy Clerk of the Board at mhenderson@gilacountyaz.gov or calling 928-402-4390.  Citizens may also submit written comments during the meeting through YouTube.  Please include the meeting date, agenda item number, your name, and your residence address in the email.

A.   Information/Discussion/Action to adopt Ordinance No. 2023-01 - Engine Braking of several mile markers to reduce engine braking noise between designated areas in Pine/Strawberry, Arizona. (Michael O'Driscoll) Denied
 
B.   Information/Discussion/Action to approve Ordinance No. 2023-02 - Emergency Management Program. (Josh Beck) Adopted
 
C.   Information/Discussion/Action to approve Ordinance No. 2023-03 - Wildlife Feeding; also repeal and replace the previously recorded Ordinance No 01-1 - Bear Contact from July 10, 2001. (Josh Beck) Adopted

A.   Information/Discussion/Action to award a contract in response to Invitation for Bids No. 121822 - Chip and Truck Green Waste from the Russell Gulch Landfill to the most qualified and responsive bidder, Chippin-In LLC in a not to exceed the amount of $200,000 at $650 per load through May 2023. B.   Information/Discussion/Action to award a contract in response to Invitation for Bids No. 010522 - Provide and Haul 3/8” Double Washed Chips to the most qualified and responsible bidder to Payson Concrete and Materials for this FY2023 season in the amount of $66,000 with the possibility of 3 annual renewals. (Homero Vela) Awarded
 
C.   Information/Discussion/Action to approve Amendment No. 2 to Contract No. 110520 to extend the contract term for an additional one-year period with Hawker & Evans Asphalt Co., Inc. in which the Public Works Department anticipates this contract to use not more than $325,000 in chip seal oil through May 2023. (Homero Vela) Approved
 
D.   Information/Discussion/Action to authorize the advertisement of Invitation for Bids No. 012523 - Russell Gulch Landfill Scales and Installation as outlined in the solicitation. (Homero Vela)

E.   Information/Discussion/Action to approve a Memorandum of Understanding between Salt River Project (SRP) and Gila County to assist them in working with the United States Forest Service to protect valuable natural resources at a cost of $5,000 per year as presented. (Michael O'Driscoll). Approved
 
F.   Information/Discussion/Action to approve Funding Agreement No. 204-23 between the Arizona Department of Housing and the Gila County Community Services Department, Housing Services, to provide Southwest Gas Corporation and Arizona Public Service, Weatherization Assistance Program funding in the amount of $111,490 that will be used to provide weatherization services to eligible citizens residing in Gila County for the period of January 1, 2023, to December 31, 2023. G.   Information/Discussion/Action to approve Service Agreement No. 122622 with BMS CAT of Arizona to provide General Contractor services with a not to exceed the amount of $75,980.81 to March 15, 2023. (Malissa Buzan) Approved
 
H.   Information/Discussion/Action to adopt revised Policy No. BOS-FIN-116 - Public Safety Personnel Retirement System Funding to reflect updated actuarial valuation as of June 30, 2022. (Maryn Belling) Approved
 
I.   Information/Discussion/Action to approve an Economic Development Grant to The Gila County Gem and Mineral Society in the amount of $2,000 that the Board has determined to be for the benefit of the public. (Tim Humphrey) Approved
 
5.   CONSENT AGENDA ACTION ITEMS: (Any matter on the Consent Agenda will be removed from the Consent Agenda and discussed and voted upon as a regular agenda item upon the request of any member of the Board of Supervisors.)
 
A.   Acknowledgment of receipt of a certified copy of the official canvass of the November 8, 2022, submitted by the Rim Trail Domestic Water Improvement District election in compliance with A.R.S. § 16-642 (B). Acknowledged
 
B.   Approval of the Application for an Extension of Premises/Patio Permit submitted by Camila Alarcon to temporarily extend the premises on various dates where liquor is permitted to be served at the Old County Inn located in Pine. Approved
 
C.   Acknowledgment of the amended report for the County Manager approved contracts under $50,000 for the month of December Approved with Revision
 
D.   Acknowledgment of the December 2022 monthly activity report submitted by the Clerk of the Superior Court's Office. Acknowledged
 
E.   Acknowledgment of the December 2022 monthly activity report submitted by the Globe Regional Constable's Office. Acknowledged
 
F.   Acknowledgment of the December 2022 monthly activity report submitted by the Payson Regional Constable's Office. Acknowledged

6.   CALL TO THE PUBLIC: A call to the public is held for public benefit to allow individuals to address the Board of Supervisors on any issue within the jurisdiction of the Board of Supervisors. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute § 38-431.01(H), at the conclusion of an open call to the public, individual members of the Board of Supervisors may respond to criticism made by those who have addressed the Board, may ask staff to review a matter or may ask that a matter be put on a future agenda for further discussion and decision at a future date.
